2. Sending a report is the feedback that the SMS center gives to the caller after confirming that the called party has received the SMS. If the short message center path fails at this time, the feedback information cannot be sent to the caller. The called party clearly received it, but you think that the called party did not receive it. Of course, the probability of this happening is extremely low.
