The first is to clarify the criteria for suspension of classes.

Education and meteorological departments at all levels clearly take typhoon yellow, orange, red warning signal and rainstorm red warning signal (hereinafter referred to as "typhoon rainstorm warning signal") issued by the meteorological department as the signal of suspension of classes. Typhoon and rainstorm warning signals are issued according to the principle of "territorial management". Meteorological departments of listed cities and counties (autonomous regions and municipalities) have issued typhoon and rainstorm warning signals, and all nurseries, kindergartens, primary and secondary schools and secondary vocational schools (hereinafter referred to as "schools") in the corresponding areas (see Annex) have been closed.

This notice does not apply to the unified examination arrangement after typhoon and rainstorm warning signals are issued.

Second, strengthen early notification.

Meteorological departments at all levels issued typhoon and rainstorm warning signals through television, radio, websites, Weibo and other channels, and issued a notice of suspension to the education department at the same level. Education departments at all levels should issue notices of suspension and resumption of classes through their own means such as school newsletter. Schools at all levels should remind students and parents to pay close attention to the typhoon and rainstorm warning signals released by TV, radio, websites, Weibo and other channels during the possible meteorological disasters, and take timely countermeasures.

Education departments and meteorological departments at all levels should strengthen communication and cooperation, establish a cooperation mechanism for typhoon and rainstorm suspension arrangements, hold joint meetings regularly every year, sum up existing problems, improve the working mechanism, and submit relevant work to higher education and meteorological departments in a timely manner.

Meteorological departments at all levels should strengthen the research and judgment of typhoon and rainstorm warning signals, and strive to scientifically release typhoon and rainstorm warning signals. Education departments at all levels should formulate detailed rules for the suspension of classes in response to typhoon and rainstorm according to local conditions, guide schools to formulate emergency plans for suspension of classes in typhoon and rainstorm, strengthen popular science education, and urge parents and students to form the consciousness of automatic suspension of classes after the typhoon and rainstorm warning signal takes effect.
