Why can't Android 6.0 receive SMS broadcasting?

Short message broadcasting is an orderly broadcasting, and there must be an order. You can set the priority so that one person can get it first and then pass it on to the next person. If you don't handle it after catching it, the message will still be stored in the inbox as usual, marked unread, just like normal.
