2. The monthly parking fee of the parking lot shall be determined independently by the operator within the range of no more than 240 yuan/car/month.

3. It is determined to be a "P+R" parking lot with the function of transferring to public transportation, and the preferential measures shall be implemented according to the relevant regulations of Hangzhou.

In addition to the above-mentioned parking lots that are subject to government pricing, the fees of other types of parking lots are subject to market-regulated price management, and the owners of motor vehicle parking lots or their entrusted service providers set their own prices.

However, the parking lots of Xiaoshan District Government Service Center and Hu Xiang Scenic Area are still charged according to the current standards.

The notice also stipulates that parking fees will be exempted in the following cases:

(1) Free parking spaces and free parking hours clearly defined on urban roads;

(2) When a motor vehicle temporarily enters various parking lots subject to government pricing management, the free parking time shall not be less than 15 minutes. If the actual parking time of the motor vehicle exceeds the free parking time, the free parking time shall be included in the parking billing time;

(3) Military vehicles (including armed police vehicles), police cars, fire engines, disaster relief vehicles, sanitation vehicles, ambulances and municipal engineering emergency repair vehicles that perform official duties or tasks are exempt from parking fees.

At the same time, the Notice advocates that all organs, enterprises and institutions, social organizations, public places and business premises provide free motor vehicle parking services to the society, and encourages the establishment of more temporary free parking spots.
