According to Baidu Encyclopedia, Xinghua is a county-level city under the jurisdiction of Jiangsu Province, managed by Taizhou City, located in the middle of Jiangsu Province, the northern wing of the Yangtze River Delta, between Jianghuai and the hinterland of He Lixia, and is a famous historical and cultural city in Jiangsu Province. So it belongs to Taizhou.
