Bozhou Municipal Education Bureau’s epidemic prevention and control matters for off-campus training institutions in the city

In order to implement the Provincial Department of Education’s requirement that all types of education and training institutions suspend offline centralized training services “until the Level I response to major public health emergencies is lifted”, we will further strengthen epidemic prevention. Responsibilities, we are now notifying you of the following matters regarding the prevention and control of epidemics in off-campus training institutions in the city.

1. Before the start of primary, secondary and kindergarten schools in various places, all types of off-campus training institutions are strictly prohibited from carrying out any form of offline training activities, and all collective activities related to off-campus education and training institutions will be stopped.

Second, urge off-campus training institutions to strictly implement the unified deployment of county party committees and governments on epidemic prevention, and at the same time achieve the following five points: First, all faculty and staff of the institution will be arranged one by one to master the Spring Festival holiday schedule and register for the record. Second, suspected persons who have been in contact with epidemic areas or confirmed patients must be strictly controlled and promptly reported to the subdistrict, health, disease control, and education departments where the training institutions are located. The third is to formulate prevention and control work plans and emergency plans, equip necessary prevention and control equipment and prevention and control means, and be familiar with emergency response procedures. The fourth is to properly adjust the training plan and do a good job of explaining it to parents and students to gain understanding, cooperation and support. Fifth, after the resumption of primary and secondary schools, if the first-level response to public health emergencies has not been lifted, off-campus training institutions must register with the county-level education administration department before they can resume offline training services. During the training process, it is necessary to do a good job in checking people in and out, wearing masks, disinfecting places, etc., and epidemic prevention measures should be implemented in accordance with the requirements of primary and secondary schools.

3. Effectively strengthen the supervision of off-campus training institutions. From now on, all county and district education bureaus and municipal high-tech zone bureaus will conduct special inspections on the epidemic prevention work of all off-campus training institutions within their jurisdiction. Before February 4, complete the inspection of off-campus training institutions in the city’s main urban area and all counties to ensure that no one is missed. In the near future, the Municipal Education Bureau will organize an unannounced investigation team to carry out irregular unannounced inspections of off-campus training institutions in the city through four-no-two-direct methods. Those who fail to comply with the requirements of the notice and carry out offline centralized services in advance without authorization will have their school operating license revoked. Those who have not yet obtained a school operating license will not be allowed to apply for a school operating license within 2 years, and will also be included in the national off-campus training institution management platform blacklist.

4. Strengthen organizational leadership, implement supervisory responsibilities, and refine work measures. Establish a communication and coordination mechanism with health, disease control and other departments to quickly deal with epidemics in off-campus training institutions. Strengthen duty work, publish reporting hotlines, and establish relevant accounts. Implementing a "daily reporting and zero reporting" system for epidemic prevention and control, off-campus training institutions must report any outbreaks as soon as possible. Each county and district education bureau and the municipal high-tech zone bureau shall submit dynamic information to the municipal education bureau before 17:00 every day.
