TAC: Type approval code, designated by European Type Approval Center.

FAC: assembly code, indicating the manufacturer or assembly location, coded by the manufacturer.

SNR: Serial number, whose independent serial number uniquely identifies each mobile device of each TAC and FAC.

Spare: spare bit, which should be set to 0 when the mobile phone sends.

Country: 460

460 stands for mobile country code, China Mobile seems to be 46000 and 46002, and Unicom is 4600 1.

I guess CELL should be the cell number, which should represent the base station.
