Second, the scope of the identified object

Applicants for the qualifications of teachers in kindergartens, primary schools, junior middle schools, senior middle schools and secondary vocational schools within the jurisdiction of Liuzhou City shall meet one of the following conditions:

(a) the household registration in Liuzhou city area;

(2) Hold a residence permit in Liuzhou within the validity period;

(3) Full-time college graduates, college students and graduate students in Liuzhou in 2022 (among them, fresh graduates can only participate in the teacher qualification certification in the first half of the year); Students and graduate students studying in colleges and universities can only participate in the accreditation according to their academic qualifications).

4. To obtain the qualifications of teachers in senior middle schools and teachers in secondary specialized schools, technical schools, vocational high schools and specialized courses, one should have a bachelor's degree or above in a normal school or other university; The qualifications required to obtain the qualifications of students' internship instructors in secondary specialized schools, technical schools and vocational high schools shall be stipulated by the administrative department of education of the State Council.

In 2022, we will continue to relax the academic qualifications for pre-school education (pre-school education) graduates registered in the Education Department of the Autonomous Region or the Human Resources and Social Security Department of the Autonomous Region from full-time secondary normal schools, secondary vocational schools and technical colleges in our region. Those who are not registered will not be recognized.

Accreditation institutions and physical examination hospitals should implement the physical examination time, clarify the physical examination requirements, and provide the download path of the Physical Examination Form for Teachers Applying for Accreditation in Guangxi Zhuang Autonomous Region. If some designated medical institutions have established information sharing, electronic medical reports from hospitals can be used instead of paper medical forms, and medical reports will be handed over by medical hospitals.

The physical examination of teachers' qualifications should be strictly in accordance with the Standards and Methods for Physical Examination of Applicants for Teachers' Qualifications in Guangxi Zhuang Autonomous Region (Trial), the Notice on Cancelling the Height Requirements of the Standards and Methods for Physical Examination of Applicants for Teachers' Qualifications in Guangxi Zhuang Autonomous Region (Gui Lao Normal University [2016] No.38) and the Notice on Cancelling the Physical Examination of Hepatitis B Project for Applicants for Teachers' Qualifications (Gui Lao Normal University [20655] all recognized institutions

(4) The servicemen and armed police stationed in Liuzhou should provide the personnel relationship certificate issued by their subordinate units or units;

If it needs to be changed, it must be approved by Liuzhou Education Bureau.

5. The original certificate of Putonghua proficiency test level. If the information of Putonghua proficiency test is shown as "verified" by the "Teacher Qualification Management Information System", the original may not be submitted.

6. Original academic certificate. If the academic information is verified by the electronic information of "Teacher Qualification Management Information System", the original academic certificate may not be submitted. If the comparison and verification are unsuccessful, the applicant shall submit academic certificates such as China higher education academic certificate report, Hong Kong, Macao and Taiwan academic certificates and foreign academic certificates in addition to the original academic certificates.

7. To apply for the qualification of internship instructor in secondary vocational schools, it is necessary to provide the original certificate of professional and technical positions above assistant engineer or technical grade above intermediate level.

9 other materials required by the teacher qualification accreditation body. For example:

(2) Due to the name change, the applicant failed to pass the systematic verification of the national primary and secondary school teacher qualification examination certificate or the teacher professional ability certificate of normal students. The original of the corresponding certificate or certificate and the certificate of name change of the public security department shall be submitted.

Six, the notification and reception of teacher qualification results.

Each teacher qualification accreditation institution shall inform the applicant of the accreditation results in an appropriate way.

(a) to inform the applicant of the results of the qualification determination of the internship guidance teachers in senior middle schools, secondary vocational schools and secondary specialized schools (the conclusion of the qualification determination shall be made within 30 legal working days from the date of termination of the application period) and the time and place of receiving the teacher qualification certificate. Please ask the applicant to consult at the personnel window of the municipal administrative examination and approval bureau.

(II) Notice of the application result of junior high school, primary school and kindergarten teachers' qualification (the conclusion of qualification shall be made within 30 legal working days from the date of termination of accepting the application) and the time and place of obtaining the teacher qualification certificate shall be determined by the education bureau or the examination and approval bureau in charge of teacher qualification in each county, and the applicant for teacher qualification shall consult the education bureau or the examination and approval bureau in each county on his own.

(3) Issuing certificates.

After the accreditation body completes the on-site audit, it will make a review conclusion according to the audit situation, and make a teacher qualification certificate for the applicants who meet the review conditions. The applicant shall receive a copy of the teacher qualification certificate 1 copy and an application form for teacher qualification 1 copy according to the notification requirements of the teacher qualification accreditation institution, and the applicant shall submit it to the management department where his personnel file is located, and it shall be classified into his personnel file at his own risk. Authorized institutions that provide postal services shall clearly write the matters needing attention in the notice announcement, and do a good job in mailing materials for future reference.

Seven. Related requirements

(1) Teachers' qualification accreditation institutions at all levels earnestly study and strictly implement the requirements of the Notice of the Guidance Center for Teacher Qualification Accreditation of the Ministry of Education on Doing a Good Job in the Implementation of the Teacher Qualification System in 2022 (J.Z.Zi. [2022] 1No.), standardize the operation, recognize according to law, and fully protect the legitimate rights and interests of applicants.

(2) Institutions at all levels strengthen publicity through the Internet, newspapers and other media, release relevant information in a timely manner, patiently answer social consultations, strictly ensure that consultation calls are answered during working hours, and ensure that the qualification of primary and secondary school teachers is carried out smoothly and orderly.

(three) to strengthen the management of teacher qualification certification information, and earnestly check and clean up the certification data. For the data that do not meet the certification requirements but generate the certificate number incorrectly, the certificate number should be cancelled in the system in time before the end of this batch of certification. At the same time, in order to further strengthen the management of teacher qualification certificate, all accreditation bodies must refer to the number of applications for registration data in the information system, and do a good job of testing the certificate before printing to prevent abnormal loss.

(four) the accreditation bodies should deepen the reform of "decentralization, strengthening supervision and improving services" and continue to simplify the qualifications of teachers and facilitate the people; It is necessary to implement the safety responsibility system and strengthen the standardized use of the teacher qualification management information system and information security management; It is necessary to further strengthen the management of teacher qualification certificates and put an end to abnormal loss.

(5) County Education Bureaus and accreditation bodies should strictly implement various prevention and control measures according to the situation of epidemic prevention and control in Guangxi and the principle of territorial management, reasonably arrange the wrong time and peak time, and make overall plans for epidemic prevention and control and teacher qualification assessment.
