In order to further implement the "Measures for Chongqing to Implement Several Policies to Promote the Recovery and Development of Difficult Service Industries" (Yufa [2022] No.277) issued by the Chongqing Municipal Development and Reform Commission, the Municipal Finance Bureau and other departments, it is proposed that "in 2022, small and micro service enterprises and individual industrial and commercial households renting state-owned houses will be exempted from three-month rent; For example, in 2022, it was listed as a high-risk area in the epidemic, requiring small and micro enterprises and individual industrial and commercial households in the service industry that rented state-owned houses in their districts and counties to reduce or exempt the rent for six months, so as to promote the city's administrative institutions to do a good job in reducing or exempting the rent in 2022. The relevant matters are hereby notified as follows:

First, the target of assistance

Small and micro enterprises and individual industrial and commercial households in the service industry that rent state-owned houses in administrative institutions within the city.

Regarding the classification standards of service industry and the definitions of small and micro enterprises and individual industrial and commercial households, administrative institutions can refer to the Notice on Printing and Distributing the Classification Standards for Small and Medium-sized Enterprises (Ministry of Industry and Information Technology No.300 [20 1 1]), National Economic Industry Classification (GB/T 4754-20 17) and Three Industrial Classifications.

If the lessee is a state-owned unit, it will not be the object of rent reduction and exemption, and both parties can reasonably share the losses caused by the epidemic on the basis of equal consultation.

Second, the way of relief

According to the actual situation, the leasing unit adopts the way of direct reduction or return from the subsequent rent to implement rent reduction and exemption.

In 2022, if the lessee's lease term is less than one year, he will enjoy relief according to the proportion of the lease term.

Third, the examination and approval procedures.

The lessee submits a written application to the lessor, and the application materials include the lessee's application form, the identity certificate of the lessee's legal representative, business license, lease contract, etc.

After accepting and examining the application, the rental unit shall report it to the competent department for approval. If the rental unit itself is the competent department, the rental unit shall perform the necessary internal decision-making procedures and examine and approve them by itself, and keep the files for future reference.

Four. Related requirements

Municipal departments and leasing units should fully understand the significance of helping small and micro enterprises and individual industrial and commercial households in the service industry to alleviate the rent pressure, actively implement the requirements of rent reduction and exemption policies, effectively reduce the operating burden of small and micro enterprises and individual industrial and commercial households in the service industry, enhance the awareness of market players as soon as possible, and demonstrate responsibility at critical moments. The county finance bureau is responsible for the specific matters of rent reduction and exemption of leased administrative institutions within the administrative area at the corresponding level.

② Careful organization. All leasing units should take the initiative to connect with the lessee, do a good job in policy interpretation, optimize the handling process, and improve work efficiency. Conditional units can set up a rent reduction and exemption bulletin board in official website, and announce the handling process, required materials, handling departments and contact information of the rent reduction and exemption policy of the unit. For administrative institutions subletting or subletting state-owned houses, effective measures should be taken to make the final actual lessee benefit from rent reduction and exemption.

(3) strict discipline. All leasing units should earnestly shoulder the main responsibility, strictly examine and approve the process, and be efficient, convenient, standardized and orderly. Tenants who do not meet the requirements shall not be exempted or exempted at will. It is necessary to establish and improve the handling mechanism of letters and visits for tax reduction and exemption, and properly handle problems and demands according to laws and regulations. This policy is valid from 1 October 2022 to 1 February 2022. If the country or our city introduces similar policies again this year, it will be implemented in principle in accordance with the principle of "not repeating high".

The supervision enterprises retained by some municipal administrative institutions shall be guided and urged by the municipal competent department to implement the tax reduction and exemption policy with reference to the spirit of this notice, and the relevant data shall be submitted by the municipal competent department.
