Some policies and measures for cross-border trade facilitation

In order to implement the overall plan of China (Guangxi) Pilot Free Trade Zone, optimize the customs clearance process, improve port services, improve customs clearance efficiency, reduce customs clearance costs, create a more dynamic, efficient, open and convenient cross-border trade business environment, and comprehensively improve the level of cross-border trade facilitation in China (Guangxi) Pilot Free Trade Zone, the following policy measures are proposed.

The first is to optimize the customs clearance process at the port.

(1) Expand the application scope of "customs clearance by appointment" mode. Carry out the "scheduled customs clearance" mode for goods included in the scope announced by the General Administration of Customs, and explore a wider range of goods scheduled customs clearance. (2) Promote the reform of the "two-step declaration" customs clearance mode of general declaration and complete declaration of imported goods, and realize the rapid shipment of non-controlled goods. (three) in the qualified port supervision places, the implementation of imported goods "ship side direct loading" and export goods "port direct loading". (four) the implementation of port classification inspection and release, involving CCC (national compulsory certification) of some imported auto parts directly accept CCC certification results, in principle, no longer carry out inspection. Optimize the supervision process, and further shorten the inspection and release time of wooden packaging of imported mineral products and qualified commodities. Expand the types of "bonded mixed ore" commodities. Qualified imported mineral products and other bulk resource commodities are subject to "first release and then inspection". Actively strive for the cancellation of supervision certificate management for goods with the same origin of medicine and food at Qinzhou Port and Pingxiang Port. Actively promote the supervision mode of "port direct transportation and territorial inspection" for container mineral products. (5) Optimize the shipping service of container ships. Provide "one-to-one" information services for container buses and liners. VTS (Ship Traffic Service) Center shall give priority to ensuring the container "car ferry" and liner to enter and leave the port according to the conditions of waterway, wharf and navigation environment. Promote the construction of a "smart maritime" platform and implement the "customs clearance before inspection" maritime customs clearance mode. (six) to promote the pre ruling system of origin and improve the efficiency of customs clearance. (7) Innovating the telecommunications quarantine supervision system for entry-exit vehicles at border ports. Establish a health and quarantine supervision platform for means of transport at land ports, and establish a new health and quarantine supervision model of "declare in advance-risk assessment-telecom quarantine" for entry-exit vehicles. (8) standardize the reporting errors caused by non-subjective reasons and the illegal acts voluntarily reported by enterprises, implement quick handling, do not record the reporting errors of enterprises, and reduce or exempt the punishment according to law. (9) Support the research and development of R&D goods in bonded state, and allow R&D goods to enter and leave the special customs supervision areas through maintenance and inspection. It is allowed to extend the time limit for the exit of R&D for the goods needed for projects that need joint R&D or supplementary R&D outside the special customs supervision area. (10) Innovating the supervision mode of bonded oil. Support bonded oil supply enterprises to realize the integration of export supervision warehouses and bonded warehouses, carry out oil supply business for international sailing ships and "multi-supply for one ship", and support direct oil supply for international sailing ships crossing customs areas. Implement the customs declaration mode of "supply first and then report" to simplify the declaration process. Explore the development of bonded fuel oil blending and processing trade. (eleven) to support the construction of bonded delivery warehouses for bulk commodities. Full implementation of bonded and non-bonded goods, general trade and cross-border electronic commerce, domestic trade and foreign trade, import and export and other different types of goods in the same warehouse storage and allocation, according to the status of classified supervision. (12) Implementing the customs clearance method of "listing, releasing, summarizing and reporting" in cross-border electronic commerce in Pingxiang Comprehensive Bonded Zone. (Responsible unit: Nanning Customs, Administrative Committee of Chongzuo District, China [Guangxi] Pilot Free Trade Zone)

(XIII) Improve the efficiency of customs clearance at Nanning Airport. Increase the proportion of import and export goods in declare in advance, handle document review and cargo transportation in advance, further optimize the supervision process of aquatic products and food-borne products, and strengthen the construction of logistics linkage system with seaports, highway ports and special customs supervision areas in the region. Second, optimize tax financial services.

(fourteen) the implementation of cross-border electronic commerce export tax policy. In China (Nanning) cross-border electronic commerce Comprehensive Experimental Zone and China (Chongzuo) cross-border electronic commerce Comprehensive Experimental Zone, if cross-border electronic commerce export enterprises retail or export goods that have not obtained valid purchase certificates and meet the prescribed conditions, they will be exempted from VAT and consumption tax. (fifteen) to promote the whole process of paperless tax refund. For the first, second and third types of export enterprises, the whole process of tax refund will be paperless, the platform for public inquiry of export tax refund information will be improved, and the links of tax refund processing, the reporting rate of export enterprises and the time required for tax refund will be inquired in real time, and the "sunshine disclosure" mechanism of the whole process of export tax refund will be established. Reduce the time of export tax refund, and export enterprises can declare normal tax refund for class I enterprises 1 working day and class II enterprises for 3 working days. Support factoring institutions to provide various forms of accounts receivable or bills receivable financing services for cross-border trade enterprises. Third, innovative border trade supervision services.

(eighteen) the implementation of the "border cooperatives+border processing" model, the implementation of centralized declaration, through customs clearance and other facilitation measures, optimize the inspection methods, the implementation of classified management of key commodities. Support Pingxiang City to try out the mobile application of border trade mobile APP, and expand the scope of use, and strive to promote the use in border trade areas (points). (twenty-three) to improve the service level of Pingxiang railway port. Strengthen cooperation with Vietnam and optimize the supervision mode of cross-border railway container trains between China and Vietnam. Encourage qualified enterprises to apply to the customs at the place of registration to become certified enterprises, establish a database of enterprises with AEO certification requirements, set up enterprise coordinators, and vigorously carry out enterprise credit cultivation. Popularize and apply the paperless customs clearance system at seaport port, realize the informationization of manifest tally, pilotage scheduling and inspection and release, and the electronic circulation of equipment exchange receipts, bills of lading, packing lists and other documents. Build and apply a cross-border logistics collaborative service platform at highway ports, realize online processing and information sharing of declaration of inbound and outbound freight vehicles and personnel, filing of agency enterprises, vehicles and drivers, and optimize cross-border logistics and customs clearance processes.
