Before the founding of New China, the "time for cadres to take part in revolutionary work" refers to the time when they took revolutionary work as their profession, did not engage in production, or accepted the tasks of the party under the cover of public social identity. For those who are mainly engaged in agriculture, work, school and other occupations, do some revolutionary work or participate in some revolutionary activities, their contribution to the revolution should be affirmed, but it should not be counted as the time to participate in revolutionary work.

According to the above principles, the following provisions are made for determining the time for cadres to participate in revolutionary work before the founding of the People's Republic of China:

1. In the base areas and liberated areas, cadres of our party and government organs, mass organizations, public enterprises and institutions, unless otherwise specified in this document, take revolutionary work as their occupation from the time they leave production.

Staff members of government agencies and public enterprises and institutions who enjoy the treatment of the supply system are promoted to cadres and take part in revolutionary work from the day they become workers or workers.

Second, 1937 before July 6, to join the China * * * production party and China * * * production youth league, the time to participate in revolutionary work from the date of joining the party and joining the league.

During War of Resistance against Japanese Aggression and the War of Liberation, the time for those who joined China's * * * production party in the Kuomintang and Japanese puppet areas to participate in the revolutionary work is counted from the date of joining the party.

During the period of War of Resistance against Japanese Aggression and the War of Liberation, China * * * Production Party was joined in the base areas and liberated areas. Before the founding of the People's Republic of China, he was full-time and always insisted on revolutionary work. If his time of joining the Party is earlier than his full-time job, his time of participating in revolutionary work will also be counted from the date of joining the Party.

If the above-mentioned personnel are expelled from the Party (League), quit the Party (League) or rejoin the Party (League), it shall be counted from the date when they rejoin the Party (League) or rejoin the revolutionary work, except when the time for their participation in the revolutionary work is conclusive.

Five, the official teachers of public schools in the base areas and liberated areas, who have always obeyed the mobilization of the people's government, have participated in the revolutionary work since the day of teaching in public schools.

Six, the original non-staff members, in our party's military schools, cadre schools, cadre training courses and our party established to absorb cadres, mainly to study political theory and policies, after learning, they were assigned to work in universities and public schools, and their time to participate in revolutionary work was counted from the date of admission.

Those who were not employed by themselves, revolutionary universities opened after local liberation, institutions of higher learning where they resumed their studies, and affiliated middle schools and preparatory classes of various middle schools and cadre schools such as anti-Japanese middle schools, United middle schools, normal schools and vocational schools, who are assigned work after study, shall be counted from the date of assignment.

On-the-job personnel are selected by the organization to study in various schools. If they return to work after graduation, their original working hours in the revolution will remain unchanged.

Seven, the insurgents to participate in revolutionary work time, that is, after the uprising to participate in revolutionary work time, from the date of the uprising; Those who are sent back to China shall be counted from the date when they later joined the revolutionary work.

Eight, retained personnel to participate in revolutionary work time, from the date they become cadres under the people's political power.

Nine, demobilized soldiers to participate in revolutionary work time, from the date of enlistment. Demobilized, demobilized and streamlined personnel will rejoin the revolutionary work. If the intermittent service period is not more than three years, if the original service period is longer than the intermittent service period, it can be counted from the date of the first participation in revolutionary work, otherwise it will be counted from the second time; The period of interruption is more than three years, generally from the second time to participate in revolutionary work.

Ten, due to injury or team mobilization, organizational damage and other reasons from the revolutionary ranks, actively looking for organizations during the period of leaving the team, take the initiative to work for the party, and then after the local liberation to re-participate in revolutionary work, the time to participate in revolutionary work, from the date of the first time to participate in revolutionary work; During his leaving the team, he didn't actively look for organizations, nor did he do anything harmful to the revolution, but he rejoined the revolutionary work within three years, which can also be counted from the day when he first joined the revolutionary work; Otherwise, from the second time you join the revolutionary work.

Voluntary resignation, or leaving the revolutionary ranks because of backward thinking, and then rejoining the revolutionary work, the time to participate in the revolutionary work is generally counted from the date of rejoining the revolutionary work.

If the circumstances are serious, such as absconding with weapons and money, and then rejoining the revolutionary work, the time to join the revolutionary work shall be counted from the date of rejoining the revolutionary work.

Eleven, arrested and captured personnel, during the period of arrest and capture, did not make mistakes, or although there are mistakes, but the circumstances are relatively minor, after the release, that is, actively seek organizations and consciously carry out revolutionary work, the original time to participate in revolutionary work remains unchanged. If the circumstances of surrender are serious, or there is a mutiny, and then he rejoins the revolutionary work, the time for him to join the revolutionary work shall be counted from the day he rejoins the revolutionary work; However, people who have drawn a conclusion about their participation in revolutionary work in the past cannot be changed.

Twelve, after being expelled from public office or sentenced, but also to participate in revolutionary work, the time to participate in revolutionary work, from the date of re-participation in revolutionary work. Those who have been sentenced for negligent crimes, if the circumstances are relatively minor, or who have not left their posts after probation or execution outside prison, can also be counted from the day when they first joined the revolutionary work.

Thirteen, for some regional issues and other special issues, the relevant provinces, municipalities and autonomous regions Party Committee Organization Department and the relevant central ministries and commissions, according to the spirit of these Provisions, put forward opinions and report to the Central Organization Department for approval and implementation.

Changing the "time to participate in revolutionary work" of cadres must be reviewed by the personnel department of the unit at or above the county level and reported to the party Committee for approval. Where the cadres managed by the party committees of provinces, municipalities and autonomous regions are changed before July 6, 1937, they shall be examined and approved by the party committees of provinces, municipalities and autonomous regions; Where the local (city) committee management cadres are changed before September 2nd 1945, they shall be examined and approved by the local (city) committee. Personal certification materials must be practical and realistic, and the opinions signed by the organization and personnel department are valid.

It is a serious political work to determine and change the "time to participate in revolutionary work" of cadres. The requirements put forward for cadres should not only prevent the attitude of not being serious and responsible for research, perfunctory and reckless denial, but also prevent the practice of not doing things according to regulations and catering to personal wishes without principles.

Fifteen, these Provisions shall be implemented as of the month of issuance. If the previous relevant provisions are inconsistent with these Provisions, these Provisions shall prevail.
