Chapter 1 General Provisions Article 1 In order to prevent and punish drug-related crimes, protect the physical and mental health of citizens, and maintain social order, in accordance with the "Anti-Drug Law of the People's Republic of China" and the "Drug Treatment Regulations" of the State Council The Regulations on the Management of Precursor Chemicals and other relevant laws and administrative regulations are formulated in conjunction with the actual conditions of the province. Article 2 These regulations shall apply to the anti-drug work within the administrative region of this province. Article 3: Drug control is the common responsibility of the entire society. Township people’s governments and sub-district offices should carry out anti-drug publicity and education, community drug treatment, and community rehabilitation based on the needs of anti-drug work.

Resident committees and villagers committees shall assist the people's government, public security organs, judicial administration and other departments in carrying out anti-drug publicity and education, community drug treatment, and community rehabilitation. Article 5 The anti-drug committee of the people's government at or above the county level is responsible for organizing, coordinating, and guiding the anti-drug work in its own administrative region, and performs the following duties:

The office established by the Anti-Narcotics Committee is responsible for the daily work of the Anti-Narcotics Committee. Article 6: Each member unit of the Anti-Narcotics Committee shall perform anti-drug work responsibilities in accordance with the law, formulate a responsibility system for anti-drug work, and regularly report the status of anti-drug work to the Anti-Narcotics Committee.

The public security organs are responsible for drug seizures, drug case investigation, anti-drug publicity, investigation and dynamic control of drug addicts, purchase, sale and transportation management of precursor chemicals, anti-drug management of entertainment venues and business service venues, and compulsory isolation under their jurisdiction Management of drug detoxification facilities and drug detoxification and rehabilitation facilities, and guidance and support for community detoxification and community rehabilitation.

The judicial administrative department cooperates with relevant departments to carry out anti-drug law publicity and education, is responsible for the management of compulsory isolated drug treatment sites and drug treatment and rehabilitation sites under its jurisdiction, and guides and supports community drug treatment, community rehabilitation and other work.

The health department is responsible for the supervision and management of drug detoxification medical institutions or medical institutions engaged in drug detoxification treatment business, and the guidance and services of drug detoxification medical treatment.

The food and drug regulatory authorities are responsible for the supervision and management of the production, operation, and purchase of pharmaceutical precursor chemicals.

The production safety supervision and management department is responsible for the supervision and management of the production and operation of non-drug precursor chemicals.

The education department is responsible for organizing schools to carry out drug prevention education and establishing an inspection and assessment mechanism for drug prevention education in schools.

The environmental protection department shall strengthen the environmental supervision and management of enterprises producing, operating, and using precursor chemicals, narcotic drugs, and psychotropic drugs, and assist the public security organs in transferring drugs and precursor chemicals confiscated and seized in accordance with the law. Go to a qualified unit for harmless destruction and supervise the destruction work.

Other member units of the Anti-Narcotics Committee shall carry out and support anti-drug work in accordance with their respective responsibilities.

Trade unions, the Communist Youth League, the Women’s Federation and other people’s organizations should carry out anti-drug work in accordance with their responsibilities based on the characteristics of their respective work targets.

Article 7 The anti-drug committee of the people's government at or above the county level shall, based on the actual situation, determine the key areas for anti-drug rectification, clarify the goals of rectification work, and carry out rectification within a time limit. The people's governments at all levels in areas listed as key drug control areas shall, as required, report the status of their work to the anti-drug committee that determines the key areas for control. Article 8 People's governments at all levels shall support anti-drug volunteer organizations, volunteers, social workers, and other units and individuals in participating in anti-drug publicity and education, scientific research, and drug rehabilitation social services, and provide support to anti-drug volunteer organizations, volunteers, and Social workers provide guidance, training, and provide necessary working conditions. Article 9 People's governments at all levels and relevant departments shall establish and improve reporting reward and whistleblower protection systems, reward those who report drug violations and crimes and are verified to be true, keep the identity information of whistleblowers confidential, and protect whistleblowers. .
