Chengdu launches the “14th Five-Year Plan” comprehensive urban management plan to develop high-efficiency governance

According to the website of the Chengdu Urban Management Committee, the "Chengdu "14th Five-Year Plan" Urban Comprehensive Management Plan" was recently issued and implemented.

According to Guan Guan New Media, the "Plan" is guided by the construction of a park city demonstration area that implements new development concepts, and is guided by the development direction of promoting high-quality development, creating high-quality life, and achieving high-efficiency governance. Guided by the strategy of serving the new development pattern and promoting the construction of the Chengdu-Chongqing twin-city economic circle, it focuses on the five pillars of "super city", "promoting urban green and low-carbon development", "smart Chengdu", "park city" and "happy city". From all aspects, five key tasks for Chengdu’s comprehensive urban management during the “14th Five-Year Plan” period were proposed.

The "Plan" proposes that by 2025, a full-coverage, full-process, and all-weather urban comprehensive management system will be basically established. Full-cycle garbage management and urban management digital governance will reach the level of advanced cities such as Beijing and Shanghai. Environmental quality, comprehensive law enforcement capabilities, and public service efficiency remain at the forefront of the country. The modernization level of comprehensive urban management risk prediction, timely identification of problems, rapid handling of matters, and overall resource allocation have been comprehensively improved.

By 2035, Chengdu’s comprehensive urban management will be basically modernized and fully refined. The safety and orderliness of urban operations, and the livability and attractiveness of the urban environment will all reach world-class levels.

The "Plan" states that in terms of normal management, we will continue to improve the level of refinement, promote the integration of urban and rural sanitation, improve a prudent and inclusive city appearance order management and control system, and strengthen urban road bridges, inspection manhole covers, comprehensive pipe corridors, Operation and maintenance supervision of urban lighting. By 2025, the urban road pavement integrity rate will be no less than 98%, the emergency response rate for inspection manhole cover problems will reach 100%, and the dynamic clearing rate for "there are roads without lights, and lights will not light up" will reach 100%.

In terms of waste management, we will strengthen the concept of the full life cycle, improve the whole-process classification management system for domestic waste, comprehensively promote the construction of domestic waste disposal facilities, and strengthen the management of kitchen waste and construction waste. By 2025, the domestic waste classification coverage and harmless treatment rate will reach 100%.

In terms of digital governance, we should integrate into the construction of "Smart Chengdu", build an overall architecture of "one network and unified management" for urban management, and accelerate the expansion of the construction of urban management business application systems. By 2025, the coverage rate of IoT sensing in the urban management business field will be no less than 80%.

In terms of improving environmental quality, we will deepen scene cultivation, continue to carry out the special action of "two demolitions and one addition", strengthen the integrated management of characteristic neighborhoods, and deepen the application of aesthetics in the maintenance and management of municipal facilities. By 2025, no fewer than 5,000 “two demolitions and one addition” rectification points will be completed.

In terms of serving the people, we actively respond to social concerns, continue to promote the "toilet revolution", strengthen the management of illegal construction, and focus on solving problems such as dust, cooking fumes from catering services, nighttime construction noise at construction sites, and "dirty cars". We will address the hot issues complained of and promote environmental management of weak areas such as urban-suburban junctions, along railway lines, spaces under bridges, and back streets and alleys. By 2025, the density of public toilets (sanitary public toilets, public toilets open to the public) in the built-up area will reach 5-6/k㎡, and the quality of back streets and alleys will be improved to no less than 600.
