1. Guiding ideology, basic principles and pilot tasks?
(1) Guiding ideology. (2) Basic principles?
1. Scientific planning and resource integration. The renovation of dilapidated houses in rural areas should be combined with the construction of new socialist countryside, the construction of small towns, village renovation and the construction of village-level centralized support points for rural five-guarantee households. 4. Standardize operations and be fair and just. Adhere to open policies, open objects, open subsidy standards, and implement democratic review. (3) Pilot tasks.
Completed the renovation of dilapidated houses of 2,500 rural poor households in Rucheng and Guidong, two key counties for national poverty alleviation and development work; based on the pilot, summed up experience, improved the system, and formulated medium- and long-term plans and implementation plans in accordance with unified arrangements by the country, provinces, and cities. 2. Subsidy objects, subsidy standards and fund management?
(1) Subsidy objects. (2) Subsidy standards. In principle, each household of a newly built house will receive a subsidy of 10,000 yuan. (3) Fund management. Funds for the renovation of dilapidated rural buildings shall be earmarked in strict accordance with relevant fund management systems and national and provincial regulations and standards, and shall be accounted for in separate accounts. Withholding, expropriation and misappropriation are strictly prohibited. Pilot counties have established special fund accounts for the renovation of dilapidated rural buildings to centrally manage subsidy funds. In principle, subsidy funds will be distributed directly to farmers through bank cards according to the progress of the project, and will be distributed on a social basis. Relevant departments should regularly supervise and inspect the management and use of funds, identify problems, correct them in a timely manner, and deal with them seriously. ?
3. Implementation requirements?
(1) Transformation method. The dilapidated houses in rural areas planned to be renovated should be demolished and rebuilt if they are whole dilapidated houses (Grade D), and those that are partially dangerous (Grade C) should be repaired and reinforced. In principle, the reconstruction of houses should be built by farmers themselves. If farmers find it difficult to build by themselves and are willing to build a unified house, the local government should play an organizing and coordinating role to help farmers choose a qualified construction team to build a unified house; the site should be chosen to avoid floods as much as possible Locations prone to meteorological and geological disasters such as mudslides, droughts, lightning strikes, and hail. Decentralized household renovation should be the main focus. Villages where the renovation of dilapidated buildings is relatively concentrated and meets certain conditions can implement integrated promotion of village planning, renovation of dilapidated buildings, and supporting infrastructure, and improve the entire village. For five-guarantee households who do not own a house or live in dilapidated houses, they can build "five-guarantee homes" on a village basis. ?
(2) Renovation standards?
1. Building area: On the premise of meeting basic residential functions and safety, the building area and total cost should be controlled. For dilapidated houses that are included in government subsidies for renovation, the building area is in principle controlled to about 30 square meters for one household, about 40 square meters for two households, and about 60 square meters for three households; the house types can be built individually or jointly according to each household; the construction area It can be adjusted appropriately according to the size of the family population. If all renovation funds are subsidized by the government, the building area of ??renovated and newly built housing shall in principle be controlled below 40 square meters. ?

(3) Technical services. People's governments at all levels and their relevant departments should organize technical personnel to go deep into rural areas to understand the situation, compile safe, economical, and applicable farm house design atlases and construction plans, and distribute them to farmers for reference free of charge. It is necessary to organize technical forces to carry out quality and safety inspections, guidance and supervision on the renovation and construction sites of dilapidated buildings. County construction bureaus and township people's governments should set up consultation windows for dilapidated house renovations to provide farmers with dilapidated house renovation technical services and project dispute mediation services.
Those who do not construct according to the design, cut corners and materials, or build in violation of regulations, causing major quality and safety hazards, must be strictly investigated and punished in accordance with the law. ?
(4) File management. The renovation of dilapidated houses in rural areas is implemented in a standardized manner for each household and one level. The County Civil Affairs Bureau and the County Construction Bureau should organize and archive information such as farmers' dilapidated house renovation applications, public opinions, dilapidated house appraisals, government subsidy approvals, and rural planning permits. It is necessary to establish an electronic file of the name, home address, start time and other basic information of each dilapidated house renovation household, and report it to the city's rural dilapidated house renovation leading group office for record. Areas where conditions permit must promote the informatization construction of rural dilapidated housing renovations and continuously improve the level of standardized, institutionalized, and scientific management. (5) Supervision and inspection. Strengthen supervision and inspection of building progress, project quality, production safety, and fund implementation. Implementing a monthly project progress reporting system, the county civil affairs bureau must, together with the construction, development and reform, and finance departments, report the progress of the previous month's renovation to the provincial and municipal civil affairs departments respectively before the 5th of each month. Before the end of December 2009, pilot counties must submit annual summary reports to the provinces and cities respectively. In January 2010, the provincial rural dilapidated housing renovation leading group office submitted a summary inspection report to the provincial government and reported it to relevant national departments for filing. After the annual plan is completed, timely inspections of project implementation should be organized, and advanced grassroots experience and practices should be promoted through on-site experience exchange meetings and other methods. ?
4. Work steps?
(1) Investigation and registration. The civil affairs and relevant departments of the pilot counties and towns should organize personnel to go to the villages and groups to conduct a thorough investigation of the housing situation of five-guarantee households, low-income households and other poor households scattered in rural areas, register and establish a ledger. ?
(2) Strictly review and approve and determine the objects. In accordance with the principles of openness, fairness, and impartiality, the review and approval procedures for subsidy objects and subsidy standards are standardized, and voluntary application by farmers, democratic evaluation by villagers' meetings or village representative meetings, review by township governments, and approval by county-level governments are implemented. Establish and improve a public disclosure system. Basic information about subsidy recipients and the results of each review process must be publicized in the village affairs disclosure column. (3) Clarify tasks and organize implementation. Based on the appraisal of dangerous buildings reported from various places, the Provincial Department of Civil Affairs will work with the Provincial Department of Construction, the Provincial Development and Reform Commission, and the Provincial Department of Finance to study and formulate annual renovation plans for dangerous buildings in each pilot county, which will be submitted to the provincial government for approval before being issued to the pilot counties. The pilot counties have decomposed the tasks to each township and village committee step by step, and quickly organized the subsidy recipients to start building or repairing and strengthening houses. The renovation of dilapidated rural buildings in pilot counties should be completed by the end of November 2009. ?
(4) Inspection, acceptance and summary of work. After the completion of the renovation of dilapidated rural buildings in the pilot counties, a self-examination and summary must be carefully conducted, and a work summary and application for general acceptance shall be submitted to the municipal leading group office for the renovation of dilapidated rural buildings. In early December 2009, the Municipal Rural Dilapidated House Renovation Leading Group Office will organize relevant departments to inspect and accept the completion of the dilapidated house renovation tasks in the pilot counties. ?
5. Work measures?
(1) Strengthen organizational leadership. The municipal government has established a leading group for urban affordable housing construction and rural dilapidated housing renovation in Chenzhou City. Among them, the office of the rural dilapidated housing renovation leading group is located in the Civil Affairs Bureau and is responsible for the specific work of the city's rural dilapidated housing renovation. Rucheng County and Guidong County should establish corresponding leading groups and offices for rural dilapidated house renovation work, allocate staff and working funds, formulate implementation plans for rural dilapidated house renovation, prepare dilapidated house renovation work plans, strengthen project organization and implementation, and enhance the quality of building construction Supervise and implement funds for the renovation of dilapidated buildings, and form a work pattern of "government leadership, civil affairs organizations, department cooperation, rural implementation, and social participation" to ensure the successful completion of goals and tasks. ?
(2) Clarify job responsibilities. All relevant departments must perform their duties and responsibilities, cooperate closely, and ensure good policy coherence, so as to integrate the renovation of dilapidated rural buildings with the construction of new countryside, resettlement and relocation, disaster reduction and housing projects, post-disaster reconstruction, and village-level "five-guarantee homes" Construction, the increase and decrease of urban and rural construction land, and the renovation of dilapidated houses for rural poor and disabled people are combined to integrate resources and form a joint effort. The development and reform department, together with the civil affairs, construction, finance, and poverty alleviation departments, is responsible for formulating plans for the renovation of dilapidated rural buildings and arranging annual investment plans, and actively strives for central and provincial investment subsidies.
The civil affairs department, together with the development and reform, construction, finance and other departments, is responsible for arranging dilapidated building renovation plans, investigating and identifying subsidy objects, overall planning and guidance and coordination of project projects, and taking the lead in organizing project completion acceptance. The construction, planning, and real estate departments are responsible for the technical appraisal of dilapidated rural houses, project planning and location selection, housing scheme design, construction and quality supervision, project completion acceptance, and house property rights management. The financial department, together with the development and reform, civil affairs, construction, poverty alleviation and other departments, is responsible for raising and allocating funds for the renovation of dilapidated buildings, strengthening fund management and supervision, and rationally arranging work funds. (3) Expand financing channels. Funds for the renovation of dilapidated rural buildings are mainly raised by farmers themselves, supplemented by government subsidies at all levels.
