Adhering to the problem-oriented principle and following the practical and effective principle, the safety management system document of China Petrochemical Company was comprehensively revised, and the Safety Management Manual of China Petrochemical Company was issued, which was implemented on 20 16 1.

The new edition of Safety Management Manual draws lessons from the management concept of operation integration of international energy and chemical companies, aiming at the outstanding problems existing in the safety management of China Petrochemical Company, provides the right medicine and accurate treatment, and makes provisions item by item, which provides institutional guarantee for enterprises to implement the main responsibility of safety and strengthen process safety management.

The Safety Management Manual comprehensively sorts out and refines the safety concept of China Petrochemical Company;

Years of safety practice tells us that safety production must be managed from the source. We put forward that "safety comes from design, safety comes from management and safety comes from responsibility".

Following the objective laws of safety management, the responsibility concepts of "whoever is responsible for the business, who is responsible for the territory and who is responsible for the post" and "exemption, dereliction of duty and accountability" are put forward.

The safety awareness and skills of employees are the basis of safety work. We require that "employees must receive safety training before taking up their posts, and those who fail the training are not allowed to take up their posts".

In terms of drawing lessons from accidents and investigating accident responsibilities, it is proposed that "all accidents can be prevented and all accidents can be traced back to management reasons".

In order to protect employees' right to refuse illegal orders and correct illegal behaviors, we emphasize that "anyone has the right to refuse unsafe work and anyone has the right to stop unsafe behaviors".

The Safety Management Manual also makes specific provisions on 19, including safety responsibility, safety organization, safety training, safety risk and hidden danger management, production and operation safety management, and construction safety control.

Since the implementation of the safety management manual, the new safety concept has been deeply rooted in the hearts of the people, and the enthusiasm of employees to participate in safety work has been significantly improved.

Second, comprehensively decompose and implement the responsibility of the security subject.

According to the principle of who is responsible for the business, comprehensively decompose and implement the main responsibility of safety of professional management departments. The safety committee of the subsidiary (branch) of the group company has a safety sub-committee for production, equipment, engineering and other specialties, which is mainly responsible for formulating the safety management system and operating procedures of this specialty, and organizing the safety risk identification, assessment and hidden danger management of this specialty.

According to the principle that whoever belongs to the territory is responsible, we will promote the territorial units such as secondary factories and workshops to implement the main responsibility of safety. Territorial units are responsible for the safety of production and business activities in the region, the implementation of rules and regulations, plans and management systems, and the preliminary handling of emergencies within their jurisdiction.

In order to further promote the implementation of the responsibility of the safety subject, the company formulated and issued the Standard for Comparative Inspection of the Responsibility System for Work Safety, and formulated 266 safety responsibility system decomposition assessment forms, with 2000 points, which clarified the safety responsibilities of the members of the enterprise leadership team, functional departments and territorial units.

The third is to comprehensively promote the identification and control of security risks.

In accordance with the requirements of identifying major risks, eliminating major hidden dangers and preventing major accidents, we will comprehensively carry out investigation and management of major safety risks, focusing on offshore oil and gas production platforms, high-sulfur oil and gas fields, key refining units, oil depots, seabed and oil pipelines crossing important rivers (river sections), and list major safety risks. At present, 104 enterprises have completed the first round of major safety risk list, and ** 7 major safety risks that may lead to mass casualties, major fires and explosions and serious social impacts have been identified.

For major safety risks, we require item-by-item assessment, item-by-item formulation of prevention and control measures and implementation of responsible persons, and assessment of residual risks in view of established risk control measures until the risk level is lowered and the risk is under control.

Fourth, comprehensively push forward the tough battle to rectify hidden dangers of oil and gas pipelines.

There is no peace in the factory unless hidden dangers are removed. 20 13 " 1 1? The 22 "oil pipeline leakage and explosion accident has a bad social impact, which also sounded the safety alarm for us. It is urgent to rectify the hidden dangers of oil and gas pipelines.

According to the unified deployment of the State Council, China Petrochemical Company launched a tough battle to comprehensively rectify the hidden dangers of oil and gas pipelines from June 438, 2006 to February 2004. Group companies have held on-site office meetings for many times, and adopted various methods such as regular notification, listing supervision, interview supervision and on-site coordination to urge relevant enterprises to speed up the rectification progress. Up to now, the hidden dangers of 18 1 17 oil and gas pipelines have been rectified, with a completion rate of 98.2 1%. The essential safety level of oil and gas pipelines has been significantly improved.

Five, comprehensively strengthen the safety supervision of high-risk operations.

Special operations such as hot work, work at heights, work in confined spaces, and lifting have always been the high-incidence areas of accidents in petroleum and petrochemical enterprises, accounting for about 90% of the total accidents. In order to improve and strengthen the safety supervision of high-risk operations, we have taken the following three measures:

The first is to comprehensively revise the safety management system for special operations. The newly revised "7+ 1" special operation safety management system fully embodies the principle that whoever is in charge is responsible, who is responsible for business and who is responsible for territory, and clarifies and consolidates the main responsibilities of professional functional departments and territorial units. The new system further sinks the management center of gravity, horizontally reduces the number of countersigning units and vertically compresses the examination and approval level, which solves the problems such as the prolonged countersigning process, the equal sharing of safety management responsibilities, and the endorsement of multi-level leaders of on-site operation safety responsibilities.

The second is to set up a safety supervision brigade to realize on-site safety supervision. 104 All the production and construction enterprises affiliated to the Group Company have set up safety supervision teams. The inspection team has the right to stop work, reward and punishment, carry out full coverage and all-weather safety inspection on the production, operation and construction site of the enterprise, report the inspection situation every week, and make a special analysis on the inspection situation every month, which promotes the improvement of the on-site management level.

The third is to fully implement video surveillance. According to the requirements of full coverage of video surveillance in production site and operation link, the construction of video surveillance system will be comprehensively promoted. Actively equipped with mobile video monitoring equipment to monitor the whole process of high-risk operation links and inspection and maintenance sites, give full play to the warning function of "electronic eyes", and resolutely crack down on the "three violations" and "low old differences" behaviors on the site, and achieved good results.

Six, comprehensively promote the safety diagnosis of all staff.

In order to fully mobilize the enthusiasm of employees to do a good job in safety production, we have carried out safety diagnosis for all employees of the company since 20 15. Millions of employees are based on their posts and comprehensively investigate the unsafe behaviors of people around them, the unsafe state of things and management defects.
