According to the mass transfer plan for preventing geological disasters in Xialan Village during flood season, it is necessary to immediately start emergency response, organize relevant departments to carry out their duties, safely evacuate residents in geological disaster danger areas in the shortest time, and take effective disaster prevention and mitigation measures in time.

Fourth, the background of the exercise.

The geological disaster of Shentouling in Xialan Village is located in Houmen Mountain, Shentouling Natural Village in Xialan Village. On June 8, 20 12, the hidden danger of landslide was discovered. Triggered by heavy rain, landslides occurred, with a total volume of about 500m3, destroying houses 1 room. If there is an overall landslide, it will seriously endanger the lives and property of nearly 335 households (registered population, most of them go out to work, the actual resident population is 80, and the number of participants is 50). At present, the landslide is in an unstable state, the cracks at the rear edge of the landslide suddenly increase, and some small landslides have appeared at the front edge. In case of continuous heavy rain and heavy rainfall, it is easy to cause large-scale landslides.

The hidden danger point of landslide has a pre-plan for preventing mass transfer of geological disasters in flood season, and the threatened masses hold "clear cards for disaster prevention" and "clear cards for hedging".

2. Preparation for emergency plan drills

(2) The engineering repair team should be familiar with the geographical environment and landslide situation of Shentouling Natural Village, write down the evacuation route of the masses, the temporary resettlement sites of the victims and the temporary location of the medical rescue center, and do a good job in dispatching vehicles and equipment for power repair and communication repair. Do a good job in emergency rescue and remove obstacles such as water, electricity, roads and communications. Responsible for preparation: 1 electric emergency repair vehicle, 1 small excavator, 6 shovels and hoes, and 3 earth dustpans. Do a good job in leveling the viewing platform, temporary headquarters and resettlement sites in advance.

(3) The emergency rescue team and the investigation and monitoring team should be familiar with the geographical environment and landslide situation of Shentouling Natural Village, set up monitoring signs, arrange monitoring and resettlement sites, and make monitoring records. Responsible for preparation: build three tents, one of which must be equipped with beds, quilts, chairs, buckets, gas stoves, pots and pans and other daily necessities; 2 tweeters, 1 gong, 20 flashlights, emergency lights and raincoats, and put camouflage clothes on the rescuers; Responsible for selecting 40 people in the disaster area, including 20 village cadres and 20 people in Shentouling Village, and doing a good job in publicity and discipline.

(4) The medical rescue team should be familiar with the temporary resettlement sites for victims, and be responsible for preparing: 120 ambulance,/kloc-0 ambulance, medical equipment and facilities, medicines, and three medical personnel (wearing work clothes) to ensure emergency rescue and disaster relief or emergency drills. The work place is located next to the resettlement site.

(5) The security team should be familiar with the disaster risk of Shentouling natural village landslide and the relevant situation of the dangerous area, and be responsible for traffic control and public security patrol in the disaster area to solve related problems. Be responsible for preparation: block the road from passing through the warning belt, and the warning signs prohibiting entry into the dangerous area.

(6) The logistics support team should be familiar with the drill procedures and make preparations for the procurement of drill materials. Prepare 2 temporary headquarters tables, 8 benches, tables for leaders and guests 10, benches 10, 20 boxes of mineral water, and live audio equipment.

(7) The Township Armed Forces Department organized a 20-person emergency rescue team, which was composed of grassroots militia, dressed neatly and trained and rehearsed.

The second part: the implementation procedure of emergency plan drill.

According to the weather forecast, heavy rainfall will continue, which will easily lead to large-scale landslides and directly endanger the lives and property of 35 households 145 people below. The situation is very urgent.

The township government reported the three-level news of meteorological forecast and early warning of geological disasters to the village monitors, demanding to strengthen the inspection and monitoring of geological disasters and make preparations for the transfer of personnel.

(3) 9: 20-9: 25, patrol monitoring, village geological disaster monitoring personnel patrol monitoring.
