On June 25th this year, the China Payment and Clearing Association and the China Banking Association jointly issued the Proposal on Reducing the Handling Fee for ATM Cross-bank Withdrawals. The proposal points out that China's inter-provincial floating population has reached 376 million, and the population aged 60 and over has reached 264 million. These changes put forward new requirements for cross-regional, inter-bank and aging banking services. At the same time, the development of information technology and the integration of system management have further narrowed the business differences between the same city and different places. Leveling and further reducing the inter-bank withdrawal fees of ATMs in the same city and different places will better meet the cash use needs of the broad masses of the people and enhance the sense of acquisition of financial consumers.

It is understood that after the implementation of the "Program", the ATM inter-bank cash withdrawal fee has been greatly reduced, with the same city business falling by more than 10% and the large-scale off-site business falling by more than 80%. According to preliminary calculation, it is estimated that the annual scale of fee reduction and profit reduction is about 4 billion yuan.

The "Program" proposes a one-month transition period. A few days ago, major commercial banks such as Industrial and Commercial Bank of China, Agricultural Bank of China, China Bank, China Construction Bank, Bank of Communications, Postal Savings Bank, etc. made it clear that they would further intensify the efforts to reduce fees and make profits, carefully adjust the service price policy, implement it on schedule, and safeguard the rights and interests of customers.
