Legal basis: According to Article 74 of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, anyone who violates the provisions of this Law on the prevention and control of environmental pollution by municipal solid waste and commits any of the following acts shall be ordered by the competent administrative department of environmental sanitation of the local people's government at or above the county level to stop the illegal act, make a correction within a time limit and be fined: (1) Dumping, scattering or stacking domestic waste at will; (two) unauthorized closure, idle or demolition of domestic waste disposal facilities and places; (three) the project construction unit fails to timely remove the solid waste generated in the construction process, resulting in environmental pollution; (four) the construction unit fails to use or dispose of the solid waste generated in the construction process in accordance with the regulations; (5) Discarding or scattering domestic garbage along the way during transportation. Units with the first, third and fifth acts of the preceding paragraph shall be fined between 5, yuan and 5, yuan; Anyone who commits one of the acts mentioned in the second and fourth paragraphs of the preceding paragraph shall be fined between 1, yuan and 1, yuan. Individuals who commit one of the acts mentioned in the first and fifth paragraphs of the preceding paragraph shall be fined up to 2 yuan.
