2. Working principle

3. Classification of accidents

The quality and safety accidents of livestock products are divided into four levels.

3. 1 Extraordinary food safety accident (Grade I)

3. 1. 1 The accident is particularly serious, which poses a serious threat to more than two provinces and has a further spread trend;

3. 1.2 exceeds the provincial disposal capacity level;

3. 1.3 Cross-regional (Hongkong, Macau, Taiwan Province Province) and transnational food safety accidents have caused particularly serious social impact;

3. 1.4 Particularly serious food safety accidents identified by the State Council.

3.2 Major food safety accidents (Grade II)

3.2. 1 The accident is seriously harmful, and the scope of influence involves more than two municipal administrative regions in the province;

3.2.2 The number of injured people exceeds 10 and there are deaths;

3.2.3 Major food safety accidents recognized by the provincial people's government.

3.3 Major food safety accidents (Grade III)

3.3. 1 The accident affected two or more county-level areas within the jurisdiction of the prefecture (city), which brought serious harm to people's food safety;

3.3.2 The number of injured persons is more than 5 10 or less, or there are death cases;

3.3.3 Major food safety accidents identified by the Municipal People's Government.

3.4 General major food safety accidents (Grade IV)

3.4. 1 The accident affected more than two towns within the county (district) jurisdiction, which brought serious harm to consumers' food safety;

3.4.2 The number of people who caused injuries was less than 5, and no death cases were reported;

3.4.3 General major food safety accidents recognized by the county (District) people's government.

4. Organizational system

County, township (street) secondary animal products quality and safety supervision departments set up agricultural products quality and safety accidents emergency disposal command and leadership institutions and working groups respectively.

4. 1 County Animal Products Quality and Safety Accident Emergency Command Leading Group

4. 1. 1 Responsibilities:

(1) Responsible for communication, coordination and contact with the Municipal Animal Husbandry Bureau, the county government and the departments directly under the county;

(2) Study and decide to start the emergency level;

(three) to investigate and deal with major and especially major quality and safety accidents of animal products;

(4) to supervise and guide the emergency treatment of large and general animal products quality and safety accidents.

4. 1.2 chief commander and deputy chief commander: the director of the county animal husbandry bureau is the chief commander, and the director in charge and the leader in charge of the animal products quality and safety supervision office are the deputy chief commanders.

4. 1.3 members: the main leaders of the bureau office, finance unit and supervision unit, and the leader of the leading group for quality and safety supervision of livestock products in towns (streets) where the accident occurred (the head of the township or the director of the street office).

4. 1.4 command and leading group office: located in the quality and safety supervision office of livestock products, with the director as the director and the principal responsible persons of relevant departments and units as the deputy directors. Office staff should be transferred from relevant member units as appropriate.

4. 1.5 Division of responsibilities of member units

(1) Bureau Office: responsible for receiving reports of quality and safety accidents of grass-roots livestock products and informing the chief commander, deputy chief commander and members of the command leading group in time; Responsible for coordinating relevant news organizations to publicize and report the quality and safety accidents of agricultural products and their disposal; Assist the office of the command leading group in organizing and coordinating; Coordinate and solve emergency vehicles and other materials; Responsible for the deployment of emergency personnel; Incorporate the completion of relevant tasks by member units into the year-end work assessment.

(2) Finance Unit: responsible for coordinating emergency funds.

(3) Monitoring Unit: responsible for guiding the daily work of the office of the leading group and organizing and coordinating the emergency response work; Report relevant information to relevant departments and leaders; Organizing meetings of command and leading groups; Organize relevant units to investigate and deal with quality and safety accidents of livestock products and accidents of agricultural inputs.

(4) Animal disease prevention and control monitoring center: responsible for the inspection and testing of animal products quality.

All member units should promptly report to the command and leading group the emergencies found in the quality and safety of various animal products; In the investigation and handling, the work progress should be reported to the command leading group in a timely manner; After the whole work, write a summary report.
