The term "fertilizer" as mentioned in these Measures refers to the fertilizer used to provide, maintain or improve plant nutrition and soil physical and chemical properties and biological activity, which can increase the yield of agricultural products, improve the quality of agricultural products, or enhance plant stress resistance. organic, inorganic, microbial and mixed materials.

Producers need to apply for temporary registration of fertilizer products that require a legal person to conduct field demonstration tests and trial sales. Formal registration requires a legal person to conduct field demonstration tests and test-market fertilizer products that can be circulated as official commodities. Producers need to apply for formal registration.

Any fertilizer producer with industrial and commercial registration and independent legal personality can apply for fertilizer registration.

Before applying for official fertilizer registration, producers must conduct standardized field demonstration tests in China.

If the amount is less than 1,000 yuan, a warning will be given, and a fine of not less than 1 time but not more than 2 times of the illegal income, but not exceeding 10,000 yuan will be imposed; if there is no illegal income, a fine of not less than 1,000 yuan but not more than 3,000 yuan will be imposed.
