Chapter I General Provisions Article 1 In order to keep state secrets, safeguard national security and interests, and ensure and promote the smooth progress of socialist construction, these provisions are formulated in accordance with the state secrecy laws and regulations and in combination with the actual situation of water conservancy and electric power systems. Article 2 It is the duty of citizens to keep state secrets. Water conservancy and electric power secrets are part of state secrets, and water conservancy and electric power systems and units and individuals involved in water conservancy and electric power secrets must abide by these provisions. Article 3 The secrecy work must implement the policy of active prevention and highlighting key points, adhere to the principle of facilitating work and ensuring confidentiality, and serve the reform and opening up. Chapter II Division of Confidentiality Scope and Classification Article 4 All matters involving national security and interests that are known only to a certain range of people within a certain period of time are classified as confidential matters. Article 5 The secrets of water conservancy and electric power are classified into three levels: top secret, secret and secret. The classification principle is:

(a) top secret is the core secret of water conservancy and electric power, once leaked, it will cause particularly serious damage to national security and interests.
