Article 2 All units and individuals engaged in civil engineering, construction engineering, wiring and piping, equipment installation, decoration and renovation projects within the administrative area of ??this city, such as new construction, reconstruction and expansion, shall abide by these regulations. Article 3 The construction administrative department of Xining City is responsible for the supervision and management of civilized construction at construction sites within its own administrative region.

The construction administrative departments of each district and county are responsible for the supervision and management of civilized construction at construction sites within their respective jurisdictions.

Article 4 Urban management, environmental protection and other departments shall jointly supervise and manage civilized construction at construction sites in accordance with their respective responsibilities.

Article 5: Fully enclosed management must be implemented around the construction site, and fencing must be set up in accordance with standards. The fence should be strong, safe, neat and beautiful. The height of the fence for building construction projects along the street shall not be less than 2.5 meters.

Housing construction projects must be closed with safety nets prescribed by the state as the project progresses.

Gates should be set up at the entrance and exit of the construction site, corporate logos should be set at the front of the doors, and gate guards should be set up.

Article 6 The main entrances and exits of the construction site should be equipped with project overview signs, management personnel lists and supervision telephone signs, fire protection signs, safety production signs, civilized construction signs and construction site plans.

Warning signs must be set up at the construction site in accordance with standards, and there should be safety slogans, publicity boards, newspaper reading boards, blackboards, etc.

After excavation of urban roads and pipeline laying projects, warning lights must be set up at night.

Article 7 The construction site should be hardened, roads and drainage should be kept smooth, and measures should be taken to prevent mud, sewage, and wastewater from flowing out or blocking sewers.

The compartments of construction site transportation vehicles should be secure and tightly sealed. Throwing, spilling, dripping, and leaking along the way are strictly prohibited. Concrete should be hardened within 5 meters of the entrance and exit of the construction site, and vehicle washing facilities should be set up. Transport vehicles must be washed before leaving.

Article 8 The materials, components, machinery and equipment at the construction site shall be neatly stacked according to the layout of the general plan of the construction site, and the name, variety and specifications shall be marked.

Article 9 The construction site must establish and implement a fire management system, set up fire protection facilities that meet fire protection requirements, and maintain them in a good standby state.

Article 10 The construction area should be clearly distinguished from the office and living areas, and projects under construction may not also serve as dormitories. The working floor should be cleared at the end of the day, and construction and domestic waste should be piled up in a centralized manner and cleaned up in a timely manner. Where conditions permit, construction sites should also be greened and smoking areas should be set up.

Article 11 During the construction of urban road and pipeline laying projects, reasonable living areas should be determined. Offices and accommodation must use neat and beautiful prefabricated houses. Materials should be stacked in an orderly manner. Construction and domestic waste should be It must be cleaned up on the same day.

Article 12 Dormitories and canteens at construction sites should meet health requirements. Dormitories should take measures to keep warm and prevent soot. Beds and daily necessities should be placed neatly. Shower rooms should be set up at construction sites where conditions permit.

The construction site should be equipped with toilets that meet safety and hygienic requirements, and public urination and urination are not allowed

Article 13 Dust and noise prevention measures should be taken at the construction site, and the residents' safety and health should not be affected. normal life.

Article 14 The construction unit shall take effective measures to ensure the smooth flow and safety of entrances and exits for units and residents along the line and roads.

Article 15 The construction site should have first aid kits, equipment and trained first aiders

Article 16 After the completion of the project, the construction unit shall dismantle it within 1 month Construction site walls, safety protection facilities and other temporary facilities should be installed and the construction site should be cleaned up in a timely manner.

Article 17 If a construction enterprise violates the provisions of these Measures and commits any of the following acts, the construction administrative department shall give a warning and order it to make corrections. If it fails to make corrections within the time limit, it shall be fined not less than RMB 500 but not more than RMB 10,000 depending on the seriousness of the case. The following fines are imposed:

(1) The fencing and closed management of the construction site does not meet the standard requirements;

(2) The signage of the construction site does not meet the standard requirements;

(3) The stacking of materials, components and equipment at the construction site does not meet the standard requirements;

(4) The living facilities at the construction site do not meet the standard requirements;

(5) Other behaviors that violate the civilized construction management provisions of these regulations.

Article 18 If any staff member of the construction administrative department, as well as other personnel involved in the supervision and management of civilized construction, neglect their duties, solicit and accept bribes, or commit malpractice for personal gain during the supervision and management work, their units or superiors shall be punished. The competent authorities shall impose administrative sanctions according to the seriousness of the circumstances; if the circumstances are serious enough to constitute a crime, criminal liability shall be pursued in accordance with the law.
