In the afternoon, Gui Liang led the responsible comrades of Guanzhong cities (districts) and provincial departments to inspect the formulation and implementation of subsidy policies, the expenses and acceptance of the "five reforms" and the business services of enterprises in Changxing Village, Changxing Town, Meixian County and Yongxin Village, Yidian Town, Qishan County. It is reported that since last year, the city has carried out the "five reforms" with changing gas, electricity, stoves, kang and heating as the main contents, adhered to demonstration and guidance, strengthened investment guarantee, actively promoted the substitution of clean energy, and expanded new areas of smog control with iron fists. At present, the city has completed 420,000 rural "five reforms", which can reduce coal consumption by 840,000 tons every year, and the proportion of coal consumption has decreased by 13 percentage points.

Gui Liang pointed out that pollution control and smog reduction is a long-term, continuous and complicated systematic project, which requires joint prevention and control of urban and rural areas. Baoji vigorously promoted the "five reforms", which effectively improved the air quality in rural areas and provided the province with experience that can be used for reference and promotion.
