(3) Establish a safety supervision and management system and innovate the incentive and restraint mechanism. (5) Strictly implement the Guidelines for Safety and Stability of Power System, strengthen the safety management and technical management of power grid dispatching operation, and effectively improve the analysis and calculation level and accuracy of calculation results of large power grid operation stability. Strengthen load forecasting and analysis, reasonably arrange the operation mode of power grid, and prohibit the equipment from operating beyond the stability limit and capacity. Power grid operation must leave enough spare capacity for rotation and accidents, balance active load and reactive power at all levels, and ensure system frequency and voltage quality. Formulate early warning and emergency plans for coal supply to prevent large-scale power outages caused by coal shortage and shutdown.

(6) Seriously analyze the problems existing in the safe operation and reliable power supply of power grids in key areas such as the main power grid and central cities, comprehensively evaluate the possible safety impact caused by the total stop of hub substations and the tripping of important transmission lines, and take measures to reduce or avoid risks. Before the arrival of heavy load in the power grid, joint anti-accident drills and targeted individual drills should be organized to improve the emergency handling ability of the power grid to deal with emergencies. Formulate and improve the power rescue plan for large-scale power outage, set up a scientific "black start" plan and exercise it regularly to ensure the effectiveness of power grid emergency "black start".

(seven) to strengthen the operation and management of relay protection and safety and stability automatic devices. (12) Strengthen the operation, maintenance and inspection of DC power supply system in substation, manage battery charging and floating charging devices in strict accordance with regulations, and conduct discharge tests regularly to prevent accidents from expanding due to DC power supply system failure and substation power failure. Strengthen the maintenance of grounding grid, regularly inspect, test and inspect the grounding grid according to regulations, and timely transform the grounding grid that does not meet the standard requirements such as insufficient thermal stability, unqualified welding quality or serious corrosion, so as to prevent accidents caused by unqualified grounding grid.

(thirteen) increase the management of reactive power compensation equipment. (15) Strengthen the supervision and inspection of power consumption safety, urge customers to implement power consumption safety measures and rectify hidden dangers, and prevent accidents that affect the power grid due to customer equipment. Strengthen demand side management, communicate with customers in time, and make emergency preparations when stopping or changing power supply mode. Actively seek government support, urge and guide key customers, key units and public places to establish and improve standby security power supply as soon as possible. For particularly important customers, urge them to improve the multi-channel power supply scheme and implement non-electrical safety measures.

(sixteen) to strengthen the management of substation equipment, focusing on preventing large transformers and transformer damage accidents, strengthening oil quality supervision, and regularly conducting infrared imaging temperature measurement, winding deformation detection and other tests to prevent insulation damage accidents. Strengthen the operation, maintenance and overhaul of circuit breakers, ensure that the operating mechanism is flexible and reliable, and regularly test the opening and closing time of switches to meet the technical requirements and ensure that arc extinguishing elements work well. Strengthen the safety management of hydropower plants, eliminate hidden dangers of flood control, sick dams and dangerous dams, and put an end to accidents of dam overflow, dam collapse and flooding of hydropower plants.
