If the owner of a rental house (group rental house) rents the house to a person without an identity document or fails to register the name of the lessee, the type and number of the identity document in accordance with the relevant provisions of the "Public Security Management Regulations on Rental Houses" of the Ministry of Public Security, he will be punished in accordance with the "People's Republic of China" According to the first paragraph of Article 57 of the National Public Security Administration Punishment Law of the People's Republic of China, a fine of not less than 200 yuan but not more than 500 yuan is imposed. 3. If the owner of a rental house (group rental house) discovers that the lessee is a foreign (returnee) resident of the city, he should inform the other party to postpone the return. If a returnee is really needed, he should immediately report it to the village (community) and the police station where he is located, and notify the other party at the same time. Tenants must comply with relevant requirements for epidemic prevention and control, and the landlord is responsible for supervising and implementing the tenant's corresponding health monitoring measures. 4. The landlord of a rental house (group rental house) urges the tenants to do a nucleic acid test to ensure that all necessary tests are carried out and no one is missed. At the same time, it is necessary to register and post the "place code", strengthen epidemic prevention publicity and education for tenants, and urge tenants to wear masks, take temperature checks, light up the code, and scan when entering rental houses (group rentals), communities and public places. If the owner of a rental house (group rental house) finds that any tenant has symptoms such as fever or respiratory discomfort, he must report it to the village (community) and police station where the rental house (group rental house) is located as soon as possible. 6. During the epidemic prevention and control period, it is strictly prohibited to organize and carry out gathering activities such as multi-person dinners, parties, and card games in rented houses. The landlord of the rented house (group rental) is responsible for supervising all gathering activities. If the epidemic is caused by the spread of the epidemic, the owners and organizers of rental houses (group rentals) will be held seriously accountable in accordance with regulations, disciplines and laws. If the circumstances are serious, they will be transferred to judicial organs for criminal liability. 7. For other violations of epidemic prevention and control regulations, or those that cause serious consequences, they will be punished in accordance with the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases", the "Public Security Administration Punishment Law of the People's Republic of China" and the "People's Republic of China Public Security Administration Punishment Law". According to relevant laws and regulations such as the Criminal Law of the People's Republic of China, the Regulations on Emergency Response to Public Health Emergencies, and other relevant laws and regulations, a warning or a fine of not more than 200 yuan will be given; in serious cases, administrative detention will be imposed for not less than five days but not more than ten days, and a fine of not more than 500 yuan will be imposed. A fine of not more than RMB 10,000 shall be imposed; if a crime is suspected, the public security organs shall pursue criminal liability in accordance with the law.
