Chapter I General Provisions

Article 1 The name of this organization is Beijing Volunteers Federation (hereinafter referred to as "Federation").

Chapter III Members

Article 12 The Association shall implement a membership management system. A member refers to a person who recognizes the articles of association, applies for membership, and is approved by the association to fulfill the membership procedures.

Article 14 Application for membership

(1) The applicant applies for registration after carefully reading and understanding the rules and regulations and the disclaimer;

(4) After passing the examination, the applicant participates in the volunteer service activities organized by the trade union and receives the Volunteer Service Certificate of Beijing Volunteer Trade Union.

Article 15 Rights of Members

(a) The right to vote, to be elected and to vote in trade unions;

(two) the right to participate in trade union activities;

(three) the right to participate in trade union business training and read relevant books, periodicals, documents and materials;

(4) criticism, suggestions and supervision of organizational work;

(five) have the right to recommend members to join the association;

(6) Give priority to voluntary service when there are difficulties;

(7) Freedom of voluntary membership and withdrawal;

(eight) other rights granted by the relevant laws and regulations and the relevant provisions formulated by the Communist Youth League organizations and volunteer organizations.

Article 16 Obligations of Members

(1) Abide by and agree to the rules and regulations and disclaimer of this Association, and implement the resolutions of this Association;

(two) to participate in trade union activities, fulfill the commitment of voluntary service, and complete the service work arranged by the trade union;

(three) to reflect the situation to the alliance and provide relevant information;

(four) to safeguard the legitimate rights and interests, interests and image of trade unions;

(five) to participate in the education and training arranged by the trade union;

(6) Respecting the rights of volunteers and keeping the personal privacy and business secrets of volunteers;

(seven) shall not charge or charge fees in disguised form to the volunteer service object; Do not borrow money, things or seek other benefits from customers; Do not accept donations from customers during the service period;

(eight) the correct use and custody of volunteer service cards and volunteer signs;

(nine) introduce the trade union to the relevant persons or institutions, publicize the purpose of the trade union, safeguard the reputation of the trade union, and expand the social influence of the trade union with practical actions;

(10) Annual registration of alliance members;

(eleven) shall not organize or participate in activities that violate the principle of voluntary service or provide relevant information in the name of volunteers or trade unions without authorization. Members organizing activities in the name of trade unions must report to the management team for approval;

(12) Abide by relevant laws and regulations and other obligations stipulated by the trade union.

Article 17 If a member is under any of the following circumstances, the FSC may consider canceling the contract or removing his name:

(1) Failure to observe discipline causes the loss of clients or affects the effect of service activities, which has a negative impact on voluntary service;

(two) to engage in profit-making and other activities inconsistent with the purpose of the organization in the name of the trade union;

(3) Engaging in activities of separatist alliances, cliques and gangs;

(four) other things that violate the articles of association of this association or the laws and regulations of the state.

Article 18: (1) A member who applies to withdraw from the meeting must submit a written application to the delegation one month in advance, cancel after filing and recover the volunteer work permit; The union will reply within 15 working days;

(two) the announcement of the voluntary service card of the retired member is invalid, and it is not allowed to apply for joining again within six months;

(3) Anyone who violates the articles of association and relevant systems of the Association, whose behavior damages the reputation of the Association or violates national laws and regulations has the right to be dismissed.

Article 19 Code of Conduct

(a) civilized words and deeds, enthusiastic attitude. Friendly, enthusiastic and meticulous service, providing first-class service quality and showing the good image of volunteers;

(2) behave in a dignified manner and dress neatly. In volunteer activities, volunteers must wear the logo of "Beijing Volunteers Union", be well dressed, behave steadily and be polite to guests;

(3) Abide by discipline and be loyal to their duties. Volunteers must obey organizational arrangements and observe organizational discipline. Once you make a promise, whether it is temporary service or regular service, you must keep your promise. The service should be on time, and the person in charge of the organization must be informed in advance if there is any delay or inability to take up the post;

(4) Volunteers should cooperate closely, encourage each other and make progress together.

Chapter IV Organizational Structure

Article 20 Trade unions practice democratic centralism.

Twenty-first volunteer congress is the highest authority of the association. The volunteer congress is held once a year, which may be postponed or advanced by the Council.

Held during the period. If it is necessary to advance or postpone due to special circumstances, a notice shall be issued in the form of an announcement on the communication platform 15 days in advance.

Twenty-second the functions and powers of the volunteer congress are:

(a) to formulate and amend the articles of association;

(2) Hearing and deliberating the work report of the Council;

(3) Electing and dismissing vice presidents, directors and ministers;

(4) Elect outstanding volunteers and outstanding ministers once a year;

(five) review the work report and financial report;

(six) to decide on other major issues.

Article 23 A congress shall be held only after it is announced to the members on the website of the organization and related forums 15 days in advance, and its resolution shall be adopted by two-thirds of the members present.

Only by voting can it take effect.

Article 24 A trade union shall have a chairman and several vice-chairmen to form a trade union council.

Article 25 The Council is the executive body of the member congress, leading the Union to carry out its daily work during the intersessional period and being responsible to the member congress.

Article 26 The functions and powers of the Council are:

(a) To implement the resolutions of the Congress;

(two) have the right to propose an interim general meeting of all members to discuss and vote on major issues;

(3) Preparing for convening a general meeting of members;

(four) to report the work and financial situation to the Congress;

(five) to decide to absorb and recall members;

(6) Deciding to establish offices, branches, representative offices and entities;

(seven) to decide on the appointment of the principal responsible persons of various institutions;

(eight) leading the organization work;

(nine) to formulate internal management system;

(10) To decide on other important matters.

Article 27 The board of directors shall be convened only when more than two thirds of the directors are present, and its resolutions shall take effect only when more than two thirds of the directors are present.

Article 28 The Council shall meet at least twice a year. Under special circumstances, it can also be convened by communication.

Article 29 The term of office of a director is two years, and he may be re-elected. The removal and addition of directors shall be recorded by the voting of the board of directors.

Article 30 The President of the Union shall exercise the following functions and powers:

(1) Convening and presiding over the Council;

(two) to check the implementation of the resolutions of the volunteer congress and the Council;

(3) Signing relevant important documents on behalf of the Association;

(four) to coordinate the work of various offices and member organizations;

(five) the nomination of the vice president and the appointment of the main person in charge of each office shall be decided by the volunteer congress;

(six) when the Council is not in session, the chairman's office meeting may be held from time to time to discuss and decide the main work of the trade union.

Article 31 The Board of Directors shall set up a number of service agencies according to the work needs: office, public relations department, propaganda department, finance department, etc. , and should be based on the actual situation.

Article 32 The Alliance Office is responsible for handling the daily organization and liaison work, and its main responsibilities are:

(a) to undertake the work of the trade union secretary;

(two) to complete the requirements and reports of the higher authorities, and to assist the dean to coordinate with the center;

(three) to collect and summarize the opinions and suggestions of members on the work of the alliance, and put forward them to the work conference of the alliance.

(4) Drafting and organizing relevant documents, proposals and reports;

(five) responsible for receiving and reading the minutes of membership activities;

(6) Records, filing and filing of meetings and activities.

Article 33 The Public Relations Department is responsible for external liaison, and its main responsibilities are:

(1) To be responsible for the long-term contact and communication between trade unions and government departments, enterprises, institutions and other social organizations, and to extensively expand cooperative units and venues for activities;

(two) responsible for contacting the sponsors of voluntary service activities and actively discussing and negotiating various matters;

(3) Responsible for formulating the work plan of the public relations department of Yiben Alliance and organizing its implementation, and summarizing the work of the public relations department regularly;

(four) to coordinate the relationship with other departments of the alliance, and to carry out outreach coordination and sponsorship for all volunteer service activities;

(five) responsible for assisting the propaganda department to publicize the work of the volunteer alliance and improve the influence of the volunteer alliance in Beijing.

Thirty-fourth Alliance Propaganda Department is responsible for organizing internal and external propaganda work, and its main responsibilities are:

(a) To obtain the permission of the Council and publish the information of the Union;

(2) to publicize and promote the activities of the Union;

(3) Organize all kinds of publicity materials of the Alliance, make them into electronic versions, and publish them on the communication platform for everyone to download;

(four) responsible for the construction and maintenance of the trade union communication platform;

Thirty-fifth trade union finance department is responsible for handling the financial revenue and expenditure of the trade union, and its main responsibilities are:

(1) To be responsible for regularly announcing the income and expenditure of accounts to members and donors;

(two) responsible for the financial revenue and expenditure of various activities;

(3) Publish the accounts on the trade union website.

Chapter V Supplementary Provisions

Article 35 The Articles of Association was adopted by the Council of Beijing Volunteers Association on September 6, 2009.

Article 36 The right to interpret these Articles of Association belongs to Beijing Volunteers Federation.

Article 37 The Articles of Association shall come into effect as of the date of approval by the Council of Beijing Volunteers' Federation.
