Those who drive animals to harm others shall be punished in accordance with the provisions of Article 43, Paragraph 1 of this Law.

Article 76: If a person commits the acts listed in Articles 67, 68, and 70 of this Law and refuses to change despite repeated admonitions, compulsory education measures may be taken in accordance with state regulations.
