Apart from the Law of the People's Republic of China on Anti-Food Waste, what other food-related laws and regulations have changed this year? Let's take a look. Grass-roots customs preach food safety policies on the spot. 1. Biosafety Law The Biosafety Law of the People's Republic of China is a law formulated to safeguard national security, guard against and respond to biosafety risks, safeguard people's lives and health, protect biological resources and ecological environment, promote the healthy development of biotechnology, promote the construction of the same body of human destiny and realize the harmony between man and nature. The Biosafety Law of the People's Republic of China was adopted by the 22nd meeting of the 13th the NPC Standing Committee of the People's Republic of China on October 17th, 22, and will come into force on April 15th, 221. II. Anti-Food Waste Law The Law of the People's Republic of China Against Food Waste is a law formulated in accordance with the Constitution to prevent food waste, ensure national food security, carry forward the traditional virtues of the Chinese nation, practice socialist core values, conserve resources, protect the environment and promote sustainable economic and social development. On April 29th, 221, the 28th meeting of the 13th the NPC Standing Committee passed the Law of the People's Republic of China on Anti-Food Waste, which came into force as of the date of promulgation. Rural Revitalization Promotion Law The Rural Revitalization Promotion Law makes specific provisions on industrial development, talent support, ecological protection, etc., ensuring that the strategic deployment of rural revitalization is implemented from the legal level, ensuring that all localities are not lax, unchanged, and unchanged, and constantly promoting rural revitalization. IV. Revision of Several Laws Amend the Law on Inspection of Import and Export Commodities 1. Article 34 is deleted. Amend the Customs Law 1. Delete the words "registered by the customs" in the first paragraph of Article 9. 2. Article 11 is amended as: "The consignee or consignor of import and export goods and the customs declaration enterprise shall go through the customs declaration formalities and file with the customs according to law. "Customs declaration enterprises and customs declaration personnel shall not illegally represent others in customs declaration." 3. Article 88 is amended as: "The customs may impose a fine on those who engage in customs declaration business without filing with the customs." 4. Article 89 is amended as: "Where a customs declaration enterprise illegally declares on behalf of others, the customs shall order it to make corrections and impose a fine; If the circumstances are serious, it is prohibited to engage in customs declaration activities. "If the customs declarers illegally declare on behalf of others, the customs shall order them to make corrections and impose a fine." 5. The first paragraph of Article 9 is amended as: "Where the consignor and consignor of import and export goods and the customs declaration enterprise offer bribes to customs officers, the customs shall prohibit them from engaging in customs declaration activities and impose a fine; If it constitutes a crime, criminal responsibility shall be investigated according to law. " The Customs Law changed the registration of consignors and consignors of import and export goods and customs declaration enterprises into filing. This move further lowers the threshold of "customs declaration", which fully reflects that the customs has realized the transformation of the government's function from "escrow by batch" to "supervision after the event" through measures such as pre-existing services, timely early warning and rectification during the event, and joint rewards and punishments by departments afterwards. Amend the Food Safety Law to amend the first paragraph of Article 35 to read: "The state practices a licensing system for food production and operation. Engaged in food production, food sales, catering services, shall obtain a license according to law. However, sales of edible agricultural products and sales only in prepackaged foods do not require permission. If only prepackaged foods is sold, it shall be reported to the food safety supervision and administration department of the local people's government at or above the county level for the record. " V. Promulgation of Important Customs Regulations on Import and Export of Food On April 12, 221, the General Administration of Customs successively promulgated the Regulations on the Registration of Overseas Food Production Enterprises of the People's Republic of China (Order No.248 of the General Administration of Customs) and the Measures for the Safety Management of Import and Export Food of the People's Republic of China (Order No.249 of the General Administration of Customs), thus opening a new chapter in the safety supervision of import and export food. Strengthening the Supervision of Import and Export Food Safety The Regulations on the Registration and Management of Overseas Production Enterprises of Imported Food are applicable to the registration and management of overseas production, processing and storage enterprises that export food to China, and the Measures on the Safety Management of Imported and Export Food are applicable to the production and operation activities of imported and exported food and the supervision and management of imported and exported food producers and operators by the Customs. The above two departmental regulations will be formally implemented on January 1, 222. This will become a concrete action guide for the customs system to carry out import and export food safety activities by adhering to the principles of safety first, prevention first, risk management, whole-process control and international governance.
