A detention center is a place of detention established in accordance with China’s current laws, regulations, ordinances and relevant provisions, and is managed by the public security department.

Article 43 of the "Implementation Measures for Detention Center Regulations" Detention centers should establish a management system for detainees' property and properly keep the detainees' property and property. The collection, custody and purchase of goods for detainees must be clearly registered and the accounts must be clear. Shopping items are limited to daily necessities and food, and the price of items must not be higher than the local market price.

The detention center shall inspect and register the property sent or mailed by relatives and friends of the detained person. Daily necessities are transferred to the detainee, and cash is kept by the detention center. Non-daily necessities are not accepted or are kept by the detention center.

Article 60 of the "Measures for the Implementation of Detention Center Regulations" provides for the education of detainees in the form of collective education, classified education, individual education, psychological correction, persuasion from relatives and friends, social help and education, and personal testimony.

The detention center should conduct the first interview and education within 24 hours of the detainee entering the facility, and conduct another interview and education before the detainee is released from detention.

Group education for detainees shall be no less than 10 hours per week.
