However, as the situation develops, the implementation of the "Measures" has encountered some problems, and it can no longer fully meet the needs of epidemic-free area management: First, the "Measures" are based on the original "Animal Epidemic Prevention Law of the People's Republic of China" and "Animal Epidemic Prevention Law of the People's Republic of China". It was formulated on the basis of the Shandong Provincial Animal Epidemic Prevention Regulations. On August 30, 2007, the state revised and promulgated the Animal Epidemic Prevention Law. In 2010, the Ministry of Agriculture issued the Animal Quarantine Management Measures, which provided guidance on the construction and management of epidemic-free areas. The main contents of the revision of the "Measures" Article 45 of Chapter 7 of the "Measures" have made major changes to the original "Measures".
