The serious harm caused by drugs can be seen from recent data from the public security department. In 2003, the cumulative number of registered drug addicts in mainland my country reached 1.03 million, 74 of whom were addicted to heroin, an increase of 11% year-on-year. Among the total number of drug addicts, adolescents under the age of 35 account for more than 72.2%.

There are many reasons for the increase in drug-related problems among teenagers:

First, the current drug-infested environment has not been effectively controlled. According to reports, last year the Chinese police cracked 93,900 drug crime cases, arrested 63,700 drug suspects, and seized 9,535 kilograms of heroin, 905 kilograms of opium, 5,827 kilograms of methamphetamine, and 72 tons of precursor chemicals. Some drug dealers take advantage of the curiosity of teenagers and use various methods to lure them into taking the bait, causing them to become addicted to drugs and find it difficult to quit. Some of them are sent to labor camps. According to statistics from a labor camp in Beijing, 38% of the causes of drug abuse are curiosity, 12% are influenced by relatives and friends, 26% are spiritual emptiness and chasing fashion, and 24% are being lured into taking the bait.

Second, society and schools have not done enough publicity on the dangers of drugs, and the preventive measures taken by relevant government departments have been inadequate. The allure of drugs to young people is considerable. Currently, some criminals often resort to placing methamphetamine or ecstasy pills in drinks and beer to lure teenagers into taking the bait. Coupled with the chaotic management of entertainment venues, it is easy for criminals to take advantage of them. The ideological and moral education in schools is weak, the development of community work is extremely uneven, and some children from single-parent families do not receive family love, which has caused the drug-related problems among young people to become more and more serious.

Third, drug criminals are rampant due to the huge profits from drugs. Our country is surrounded by drugs on all sides. In order to make huge profits, some domestic criminals collude with overseas drug traffickers, causing drug crimes to become professional, expanded, armed, and internationalized. The diversification of drug abuse and the integration of production, trafficking and drug use have made anti-drug work more difficult. For example, the police in Guangdong uncovered five tons of methamphetamine trafficking in a year, which shows how rampant drug crimes are. One of the methods of drug criminals is to use some young people with little social experience and poor discrimination ability to smuggle and traffic drugs for them. Because they are young and in the age group where they have no criminal responsibility and only bear relative criminal responsibility and reduced criminal responsibility, they can Escape from crime serves as an inducement to engage in criminal activity. As a result, some teenagers not only become victims of drug crimes themselves, but also become "victims" of drug crimes.

Preventing and reducing drug-related behaviors among young people and further cracking down on drug crimes are both urgent and important tasks for governing the country, promoting reform, opening up, and modernization, and ensuring the achievement of the grand goal of building a moderately prosperous society in an all-round way. It is an arduous, major and long-term task. Only by giving full play to the overall functions of society and carrying out comprehensive social management can we achieve results. To this end, the following suggestions are put forward

1. Conscientiously implement the "Law of the People's Republic of China on the Protection of Minors" and the "Law of the People's Republic of China on the Prevention of Juvenile Delinquency" and mobilize all members of society We mobilize various positive factors in society to publicize the dangers of drugs, eliminate the sources of drugs, organize young people to learn, understand, use and abide by the law, guide young people to stay away from drug places, strictly guard against drug infringement, improve the ability of young people to resist drugs, and require young people to use Socialist ethics and spiritual civilization constrain ourselves.

2. Further develop the educational functions of schools at all levels, vigorously strengthen education on the dangers of drugs among students, and strictly require students to stay away from drug addicts; students who take drugs will be dealt with seriously in accordance with school regulations. Drugs must not be allowed into schools.

3. Strengthen the anti-drug work of urban communities and rural residents’ committees. Communities and residents’ committees should care about the growth of teenagers, especially teenagers from single-parent families, and should give enthusiastic care; courts should fully consider the legitimate rights and interests of minors when handling divorce cases. For teenagers who have become addicted to drugs, it is necessary to establish drug abuse files, carry out assistance and education, organize regular urine tests, and give full play to the function of community correction.

4. For young people who commit drug-related crimes, we must implement the policy of emphasizing education, reform, rescue, and light punishment. We should try our best to impose as few sentences as possible, light sentences, or no sentences, and send them to prisons and reeducation-through-labor centers as little as possible. , grant judicial protection. Practice has proved that after juvenile delinquents are sent to prisons and labor camps, they are easily influenced by recidivists and adult criminals who have served their sentences. Instead of being able to reform themselves, they will learn some new criminal methods. It is better to put them in the community and provide help and education in the community. Correction is more helpful for them to change their bad habits. The society must care for young people who have quit smoking and help them learn skills. The government must try to find jobs for them.

5. Increase efforts to combat drug crimes and create a good anti-drug, anti-drug and anti-drug atmosphere in the whole society. It is recommended that on the basis of summarizing the experience in implementing the "Decision of the Standing Committee of the National People's Congress on Drug Control"

6. The government should support and help drug treatment centers, juvenile detention centers, and labor camps establish scientific drug treatment models and management methods, cultivate talents in drug treatment, and encourage and support the establishment of private drug treatment institutions. The medical and health departments should speed up the theoretical and practical exploration of drug detoxification and form a scientific drug detoxification theory and comprehensive detoxification method system as soon as possible so that drug detoxification can achieve results quickly.
