Regulations of Guangzhou Municipality on the Administration of Geographical Names

Chapter I General Provisions Article 1 In order to strengthen the administration of geographical names and meet the needs of reform, opening up and socialist modernization, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Geographical Names and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the administration of place names within the administrative area of this Municipality. Article 3 The names mentioned in these Regulations refer to:

(a) the names of administrative divisions such as cities, districts, county-level cities and towns and the names of the areas under the jurisdiction of the agencies of the people's governments at all levels;

(2) Names of residential areas, villages and streets;

(3) Names of municipal facilities such as urban roads, bridges and tunnels;

(4) Names of natural geographical entities such as rivers (surges), lakes, continents, islands, mountains, peaks, hills and valleys;

(five) the names of scenic spots, cultural relics, memorial sites, squares, parks, nature reserves, stadiums and other public places;

(six) the names of airports, ports (docks), railways, highways, stations, reservoirs, power stations and other transportation and hydropower facilities named after geographical names, the names of buildings and large buildings named after geographical names, and the names of enterprises and institutions named after geographical names. Article 4 The management of place names shall proceed from the history and present situation of local place names, keep the place names relatively stable, and standardize the place names and translated names. Article 5 The administrative department of place names of the Municipal People's Government shall be in charge of the management of place names within their respective administrative areas. Its main responsibilities are:

(a) the implementation of laws and regulations on the administration of geographical names;

(two) to organize the planning of geographical names and review the naming, renaming and cancellation of geographical names;

(three) to promote the standardization and standardization of geographical names, and supervise the use of standard geographical names;

(4) Organizing the setting of place name signs and managing place name files;

(five) to investigate and deal with illegal acts in accordance with the provisions of these regulations.

The administrative department in charge of place names of municipal districts shall be responsible for the management of place names in their respective jurisdictions within the authority prescribed by the Municipal People's Government.

The administrative department of place names in county-level cities shall be responsible for the administration of place names within their respective administrative areas in accordance with the provisions of these regulations. Chapter II Naming, Renaming and Revocation of Geographical Names Article 6 The naming, renaming and revocation of geographical names shall be subject to a hierarchical examination and approval system. Without approval, no unit or individual may name, rename or revoke a place name without authorization. Article 7 The naming of place names shall meet the following requirements:

(a) conducive to people's unity and socialist modernization, respect the wishes of the local people, and reach a consensus with relevant parties;

(two) in line with the requirements of urban planning, reflecting the local history, culture, geography and economic characteristics;

(three) the names of buildings and large buildings are in harmony with the land area, total construction area, height, function, environment and other factors;

(four) generally do not use names as place names, and it is forbidden to use the names of state leaders as place names;

(5) Foreign place names shall not be used as city names;

(six) standardize the use of Chinese characters, in accordance with the relevant provisions of the state and Guangdong Province to avoid duplicate names, homophones and the use of uncommon words;

(seven) the name is the same, and the name of the agency is the same as the main name. Article 8 Any place name that damages China's territorial sovereignty and national dignity, discriminates against and hinders national unity, insults working people, is extremely vulgar, and violates national policies must be renamed.

Place names that do not conform to the provisions of Items (3), (4), (5) and (6) of Article 7 of this Ordinance shall be renamed.

Geographical names that disappear due to natural changes, adjustment of administrative divisions and urban construction shall be cancelled.

If there is more than one person in a place and more than one person writes, a unified name and text should be determined. Article 9 The naming, renaming and revocation of place names shall be examined and approved in accordance with the following provisions:

(1) The names of administrative divisions shall be handled in accordance with the relevant provisions of the State on the administration of administrative divisions;

The names of towns and lanes within the scope of municipal districts shall be declared by the district names management department, and shall be reported to the Municipal People's Government for approval after being audited by the municipal names management department; Within the scope of county-level cities, it shall be declared by the town people's government, audited by the administrative department of place names of county-level cities, and reported to the people's government at the county level for approval;

(III) The names of newly-built roads, bridges and tunnels shall be declared by the construction unit within 30 days from the date of receiving the construction land planning permit, and reported to the district place name management department where the project is located within the municipal area, and approved by the municipal place name management department; Within the scope of county-level cities, report to the administrative department of place names of county-level cities, and report to the people's government of county-level cities for approval after examination; If the project is trans-regional or trans-county, it shall be declared to the municipal administrative department of place names and reported to the Municipal People's Government for approval after examination;

(4) The names of buildings with a land area of more than 654.38 million square meters or a total construction area of more than 654.38 million square meters, or the names of buildings with more than 20 floors and new residential areas (including roads in residential areas), shall be declared by the construction unit to the district or county-level city place name management department where the project is located before applying for the construction permit, and reported to the people's government at the same level for approval after being audited by the city or county-level city.

(5) Names of roads, railways, airports, ports (wharves) and hydropower facilities with geographical names managed by professional departments of cities and counties, as well as names of scenic spots, cultural relics, memorial sites, squares, parks, nature reserves, stadiums and other public places, shall be examined and approved by the competent administrative department of geographical names of cities and counties;

(six) the name of the physical geographical entity shall be handled in accordance with the relevant provisions of the state and Guangdong Province.

City, county-level city people's government and its administrative department in charge of place names shall give a reply within 30 days from the date of accepting the declaration of naming, renaming and cancellation of place names.

With the approval of the people's government of the city or county-level city, the administrative department of place names at the city or county level shall issue a certificate for the use of standard place names.
