Regulations on the management of pig slaughter

Article 1 These Regulations are formulated for the purpose of strengthening the management of pig slaughtering, ensuring the quality of pig products and safeguarding people's health. Article 2 The state practices a system of fixed-point slaughter, centralized quarantine, unified tax payment and decentralized management of live pigs. Article 3 The administrative department in charge of commodity circulation in the State Council is in charge of the management of pig slaughtering industry in China. The commodity circulation administrative department of the local people's government at or above the county level shall be responsible for the supervision and management of pig slaughtering activities within their respective administrative areas.

The specific management system of pig slaughtering activities in township slaughterhouses (fields) shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government. Article 4 The planning for the establishment of designated slaughterhouses (fields) shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government in accordance with the principles of unified planning, rational layout, favorable circulation, convenience for the masses, and convenience for quarantine and management, combined with local actual conditions. Article 5 The people's governments of cities and counties shall organize the administrative departments of commodity circulation, agriculture and animal husbandry departments and other relevant departments to determine the designated slaughterhouses (fields) according to the planning review of the designated slaughterhouses (fields), and issue the designated slaughterhouse signs if the conditions stipulated in these Regulations are met.

Slaughtering plant (field) shall hang slaughter signs in a prominent position.

Without a fixed point, no unit or individual may slaughter pigs; However, in rural areas, unless individuals commit suicide and support themselves. Sixth slaughterhouses (fields) should be located far away from drinking water surface source protection areas, and shall not hinder or affect the lives of local residents and activities in public places. Article 7 A slaughterhouse (field) shall meet the following conditions:

(a) there are water sources suitable for the scale of slaughter, and the water quality meets the standards set by the state;

(2) Having waiting rooms, slaughter rooms, emergency slaughter rooms, pig slaughtering equipment and vehicles that meet the requirements of the state;

(3) Having slaughter technicians who have obtained health certificates according to law;

(4) Having full-time or part-time meat quality inspectors who have passed the examination;

(five) the necessary inspection equipment, disinfection facilities, disinfection drugs and pollutant treatment facilities;

There are harmless treatment facilities for pigs and pig products;

(7) Having the epidemic prevention conditions as stipulated in the Law on Animal Epidemic Prevention. Eighth quarantine and supervision of pig slaughter, in accordance with the law on animal epidemic prevention and the relevant provisions of the State Council.

Hygienic inspection and supervision of pig slaughter shall be carried out in accordance with the provisions of the Food Hygiene Law. Ninth pig slaughtering plant (field), shall be subject to quarantine inspection by the supervising agencies for animal epidemic prevention in pig producing areas. Tenth slaughtering plants (fields) slaughter pigs, shall comply with the operating rules and technical requirements stipulated by the state. Eleventh slaughterhouses (fields) shall establish a strict meat quality inspection management system. Meat quality inspection must be carried out simultaneously with pig slaughter, and the results of meat quality inspection and its treatment should be registered.

Pig products that have passed the meat quality inspection shall be stamped with the seal of meat quality inspection and released from the factory (field); Pig products that fail to pass the meat quality inspection shall be handled in accordance with the relevant provisions of the state under the supervision of meat quality inspectors.

The pig products slaughtered by the designated slaughtering plant (field) shall not leave the factory (field) without meat quality inspection or unqualified meat quality inspection. Twelfth slaughterhouses (fields) shall not inject water or other substances into pigs or pig products. Thirteenth slaughtering plant (field) shall take necessary measures such as freezing or refrigeration to store the pig products that are not sold in time or not delivered from the factory in time. Fourteenth units and individuals engaged in the sale and processing of pig products, as well as restaurants, restaurants and collective catering units, the pig products sold or used shall be the pig products slaughtered in designated slaughterhouses (fields). Article 15 Whoever, in violation of the provisions of this Ordinance, does not slaughter pigs at designated locations shall be banned by the administrative department of commodity circulation of the people's government of the city or county, and the administrative department of commodity circulation of the people's government of the city or county shall, jointly with other relevant departments, confiscate the illegally slaughtered pig products and illegal income, and may concurrently impose a fine of less than three times the illegal business amount. Article 16 Where a slaughterhouse (field) violates the provisions of this Ordinance and fails to deal with pig products that fail the meat quality inspection in accordance with the relevant provisions of the state, the administrative department of commodity circulation of the people's government of the city or county shall order it to deal with it within a time limit and may impose a fine of not more than 50,000 yuan. Article 17 If, in violation of the provisions of this Ordinance, pig products have not passed the meat quality inspection or the meat quality inspection fails to leave the factory (field), the administrative department of commodity circulation of the people's government of the city or county shall confiscate the pig products and illegal income, and may impose a fine of less than 1 times the illegal business amount.

If the market sells pig products that have not passed the meat quality inspection or the meat quality inspection is unqualified, the relevant departments of health administration, industry and commerce administration and so on shall, according to their respective functions and duties, punish the responsible producers and sellers according to law. Article 18 Where a designated slaughterhouse (field) injects water or other substances into pigs or pig products in violation of the provisions of this Ordinance, the administrative department in charge of commodity circulation of the people's government of the city or county shall order it to stop slaughtering activities, confiscate the pigs and pig products injected with water or other substances and their illegal income, and may impose a fine of more than 5 times the illegal business amount/kloc-0; If the circumstances are serious, with the approval of the people's government of the city or county, the qualification of the designated slaughtering plant (field) shall be cancelled.

Where the pig products sold in the market are injected with water or other substances, the relevant departments such as health administration and industry and commerce administration shall, according to their respective duties, punish the producers and sellers who are responsible in accordance with the provisions of the preceding paragraph.
