Currently, 3S integration is the first roadmap in the world to systematically solve the integrated development strategy of cities, transportation, and automobiles.
As a SC (Smart City), it provides autonomous driving urban travel data and real-time dynamic traffic scenarios for intelligent and enjoyable travel; as an ST, it must realize digital real-time management and control of dynamic traffic scenarios; as an SV. Provide the integration of on-board and off-board information for future intelligent and enjoyable travel in cities to make up for the shortcomings of bicycle intelligence.
Li Jun said that he has led his team to successfully implement the above-mentioned top-level design and concepts in Xiongan.
Xiongan is trying to build a demand-responsive urban bus with a vehicle ratio of 10%-15%. This kind of micro-bus smart vehicle with variable traffic routes is a domestic initiative.

Dear leaders, experts, ladies and gentlemen, good morning! First of all, in the name of the Chairman of China Automotive Engineering Association, I would like to congratulate the convening of the 3rd International Automobile Intelligent Shared Travel Conference. The title of my speech today is "China's Intelligent Shared Mobility Innovation and Development Needs Top-level Design".
In 2019, I gave a report at the Huadu Conference called "Smart City Smart Shared Vehicle System Engineering for 2035". Two years have passed, and we have seen the development of smart and shared travel. It has made great progress, but it still lacks top-level design and still needs a systematic engineering organization. Today I want to give you this report on such a topic.
The first one is the challenge and innovation of intelligent and enjoyable travel. First of all, the challenge of intelligent and enjoyable travel comes from the current situation of urban transportation in our country. What is this challenge? Our intelligent* **I think there are five visions for enjoying travel: first, the travel distance must be longer; second, the travel time must be shorter; third, the travel mode must be diversified; fourth, travel time must be controlled; fifth, travel Be lighthearted and happy.
But what does reality look like? The reality is that a lot of time is wasted in congestion or looking for parking spaces. Travel is difficult, travel time is not guaranteed, travel is congested, and the experience is poor. Therefore, as a top-level design, I proposed to conduct quantitative research.
Here is a city travel index. In this index, we pay most attention to "congestion time" and "city radius". Therefore, according to the concept of urban travel index. At present, the quality of urban traffic cannot meet the speed of urban expansion and residents' vision of enjoying travel. As you can see from the picture on the right, we use this index to measure it. Singapore’s index is basically 1.0, and the index of many cities in our country is below 0.5. So in such a situation, how do we implement smart *** What about enjoying a trip?
First of all, we need to analyze where our problems lie. Our problem is the current situation of national urban transportation, which has a long-tail effect relative to the future development of intelligent transportation and shared travel. This end-of-field effect is shown in the picture on the left. This phenomenon shows that the mileage is no longer increasing rapidly, or even declining, and vehicle intelligence has stagnated. It seems that some numbers are still growing, but it cannot Improve urban travel efficiency.
Everyone’s expectations and enthusiasm for intelligence are very high. In fact, the current development of autonomous driving of intelligent connected cars is a manifestation of the long tail effect. What are the solutions? The solution is to improve the top-level design of the system and bring smart travel into a new stage of development.
We also introduced it at the Huadu Conference in Guangzhou last time. The Chinese Academy of Engineering has conducted in-depth and detailed research on this issue. This research needs to study the top-level design of the coordinated development of China's intelligent connected cars and intelligent shared travel. The top-level design is that we have completed some research and concluded that smart cities, smart transportation, and smart cars are integrated and developed intelligently. This is the "3S".
In this picture, we have many of China's most famous units participating in this study. This study lasted in China from 2018 to this year. So the entire research process is that in 2018, we carried out "Research on Smart Shared Travel for 2035 Smart Cities"; in 2019, we launched a strategy for the deep integration and development of smart cities, smart transportation and smart cars in China; in 2020, At the request of the General Secretary, the Chinese Academy of Engineering has implemented research on "breaking through the core bottleneck of smart vehicles and implementing intelligent traffic management."
In this entire development experience, we have deeply integrated bicycle intelligence, vehicle-road collaboration, automobiles, transportation, cities, and energy, all the way to urban governance. We worked with many experts and multiple societies on relevant strategic research on future cities and future travel, and came to the conclusion that 3S integration is the first in the world to systematically solve the integrated development strategy of cities, transportation, and automobiles. Roadmap.
The most important result of this kind of research is that intelligent shared travel must reach an ecological platform. Then this ecological platform is to transform the current city; to transform the city's transportation; Smart cars undergo transformation. Only by creating such an integrated platform for urban intelligence, transportation intelligence, and driving standardization can China obtain the most important top-level design for the development of intelligent and shared travel. Therefore, we want such a shared platform that integrates the development of smart shared travel with the integrated development of smart cars, smart transportation, and smart cities. In other words, the development of smart cars, smart transportation and smart cities must provide an ISAD foundation (data foundation, transportation foundation and growth foundation) for intelligent and enjoyable travel. Based on the research on the top-level design just now, what kind of 3S foundation should we create for intelligent and enjoyable travel?
First of all, it is necessary to provide a top-level design of 3S integration concept for intelligent and enjoyable travel. This figure gives such a top-level design. As a SC (smart city), it provides autonomous driving urban travel data and real-time dynamic traffic scenarios for intelligent and enjoyable travel; as an ST, it provides digital implementation of dynamic traffic scenarios. Management and control; as an SV, we must provide in-vehicle and off-vehicle information integration for future intelligent and enjoyable travel in cities to make up for the shortcomings of bicycle intelligence.
Therefore, the integrated platform of SC, ST and SV provides a system engineering solution for China’s intelligent connected cars and intelligent shared travel. To be more specific, as the SC foundation (smart city foundation) for intelligent and enjoyable travel, it provides a smart city direction for the flexible and efficient travel needs of residents and goods. Due to time constraints, this framework will not be elaborated. As can be seen from this picture, the framework mainly includes public transportation, smart services, smart city travel regulations, smart city shared travel networks, smart logistics services, and smart city parking services, etc. The functions of these smart cities must be closely linked to smart transportation.
The model of intelligent transportation is shown in this figure. It provides ST (the basis of intelligent transportation) for intelligent sharing. This foundation includes the holographic sensing service of the road network and the roadside facilities based on it. Scenarios, perceptions and services, as well as scenario-driven collaborative management of multi-vehicle rides, as well as collaborative computing-based network, traffic knowledge and customized travel services. This kind of ST will be closely connected with future smart cars. What does this kind of smart car look like? The car for intelligent shared travel is not the traditional car today. It is a car that can be shared with multiple customers, which is the C2S I am talking about here.
The New Concept Automobile Research Institute of Tsinghua University condensed the ten genes of this kind of car in the future, and created a genetic driving system and chassis platform in 10 aspects. The intelligent computing driving platform architecture of SV (SV for Intelligent Travel) is different from ordinary platforms. The difference is that the information of smart cities and intelligent transportation is used as the perception system of the autonomous vehicle platform. Then this kind of automatic driving system with deep integration of perception with the outside of the car is a truly intelligent networked automatic driving system, and it can meet the needs of intelligent and enjoyable travel.
Finally, the goal of this kind of intelligent shared travel based on 3S integration is to support the construction of a smart city and improve the happiness index of residents, that is, it must solve the problem of travel problems, solve urban space problems and solve traffic congestion problems. Therefore, smart shared travel based on 3S integration can drive the development of smart shared travel. At the same time, it can also truly enable smart shared travel to realize the development of the shared economy and digital economy and cultivate New patterns of car use.
So are the top-level designs and concepts just mentioned feasible? My team has successfully practiced this kind of 3S in Xiongan. Now I will report to you my practice in Xiongan. Many contracts were signed at this conference, which is of great reference value for Huadu’s development of smart shared travel. We are exploring the road to success of 3S in Xiongan. This exploration is based on the national key R&D plan, which is the key R&D plan of the Ministry of Science and Technology, and is based on the research and application of intelligent shared travel platform technology for smart cities. This is the only SC, ST, and SV research conducted by the Ministry of Science and Technology of our country. This kind of research deeply tracks the construction and operation of Xiongan New Area. It is composed of China Urban Planning Institute, Tsinghua University, Beijing University of Aeronautics and Astronautics, and Xiongan New Area. The Group Transportation Company and FAW *** jointly practice SC, ST, and SV.
Then here are the successful experiences they have achieved. Practice from the aspects of SC, ST and SV:
First, smart city practice. In the practice of smart cities, Xiongan mainly conducts research on smart city spatial organization models adapted to smart cars. The successful experience derived from this organizational model is to abandon space, link the design of the community with the road design of intelligent shared travel vehicles, arrange public service infrastructure according to life, and fundamentally reduce traffic demand. . Moreover, distributed bus transportation and shared transportation facilities have been built. I think this is the first in the country to do this, matching the road network that is compatible with "intelligent shared micro-transportation".
Second, another practice of road transportation is to adapt to the urban space organization model of intelligent network connection. This organizational model is a digital spatial organization model, which establishes a digital planning platform, a fairly complete urban digital platform. Then this application of digital planning platform to study cities realizes the intelligent extraction and detection of multi-professional and multi-level planning information through digital fusion technology. And based on the effect of this quality system that combines macro and micro, it realizes planning and construction, and provides a platform for intelligent transportation and intelligent cars. It is the digital platform of smart cities mentioned above.
Second, what kind of practice has been carried out in ST? Established operations, scheduling, and management based on customer flow analysis. This analysis of customer traffic ratio characteristics, service levels, shared rides, etc. provides support for the construction of Xiongan and the demonstration of shared travel vehicles. This support fully reflects the integration of ST and SV. . In ST's practice, it has also created a shared transportation foundation based on the traffic distribution model. This is the highlight of Xiongan New Area: using the traffic allocation model or traffic flow for allocation management, the system operation indicators of motor vehicle travel with/without exclusive travel are obtained. An in-depth study was conducted to compare the impact of different development methods on road capacity, and finally reached the conclusion that the benefits are significant.
Third, what has been done about SV? Xiongan New Area’s smart shared travel has put forward a slogan, which is very shocking - use cars less, use cars more easily. What level does this low-use car and easy-use car reach? Only 10% of private cars are private cars. The other proportions of cars are evenly distributed to various integrated developments suitable for smart cities, smart transportation and smart cars. In particular, it puts forward a demand for a vehicle proportion of 10%-15%. Responsive urban public transportation is a pioneering work.
This degree of fit has reached the level of "use less cars, use cars more easily", providing high-quality urban services. What is a demand-responsive bus system? This kind of demand-responsive micro-transit smart vehicle for indefinite transportation routes incorporates the needs of all vehicles except private and public cars. It basically implements the integration of cars looking for cars and people looking for cars. Therefore, it is the first time in China that a new public transportation mode of shared rides and sharing has been officially implemented, and it has been regarded as an important part of the transportation system of the Xiongan Launch Zone. The design of this new type of shared ride-sharing vehicle station, optimization of routes, and innovation of usage patterns all reflect the idea of ????3S integration.
Finally, as a conclusion, I think it is urgent to formulate a national urban smart and shared travel strategy. This is the most important measure to realize the top-level design of smart and shared travel in Chinese cities. We are on this picture It provides a framework for national cities and smart shared travel strategies. From top-level design, laws and regulations, government supervision, testing and verification, especially testing and verification under government supervision, only then can smart shared travel truly be realized. Realize the implementation of industrialization. At present, the German government has completed the world's first L3 smart car product certification under government supervision with Mercedes-Benz. And we are still in the demonstration and verification period, and it is impossible for such demonstration and verification products to enter the market. Therefore, I think that Huadu, as our country’s smartest and most enjoyable travel city, should be responsible for the first testing and certification under government supervision, rather than just a demonstration. At present, demonstrations can no longer satisfy the marketization of national intelligent network. If the West vigorously promotes it, it will move from commercial implementation to certification under government supervision. Then they will produce products, and they will put them on the market. If our country does not have such certification, it will not be put on the market, and there will be no smart sharing.
So, I would like to say in the end that the "Developing a National Urban Shared Travel Strategy" is the most systematic top-level design for realizing China's intelligent shared travel. Thank you all!
