2. Application conditions for marine surveying and mapping majors:

3. Marine surveying and mapping professional qualification certificate:
The surveying and mapping qualification certificate is valid for five years. Surveying and mapping qualification certificates include paper certificates and electronic certificates. Paper certificates and electronic certificates have the same legal effect. Those who have obtained Grade B qualifications for 2 years and whose performance meets the standard requirements can apply for promotion to Grade A.
Performance requirements: Obtain the Grade B surveying and mapping qualification in the corresponding professional category for at least 2 years. For each professional category applied for, the total value of surveying and mapping services completed in the past 2 years is no less than 6 million yuan, and at least one surveying and mapping project with a value of no less than 500,000 yuan has been completed

If a surveying and mapping unit is transformed or separated, the application for the original qualification level and professional category is not subject to the Class A surveying and mapping performance requirements stipulated in this standard.
4. Ocean Surveying and Mapping Professional Certificate Issuing Authority
The issuing authority listed on the certificate is the Provincial Department of Natural Resources (except those approved by the Ministry of Natural Resources).
5. Professional technical equipment for marine surveying and mapping:
Class A technical equipment: 1. A total of 10 GNSS receivers and total stations; 2. Shallow strata profilers and side scan sonar , a total of 14 marine magnetometers, depth sounders, sonic velocimeters, water levels, and current gauges, or 2 sets of multi-beam bathymetric systems
Class B technical equipment: 1. 1 total station; 2 .1 depth sounder
Note: 1. The "total" technical equipment requirements do not need to be available for each technical equipment.
2. The accuracy of the GNSS receiver, total station, and level should not be less than 5mm+1×10-6 D, 2", and S1 respectively.

6. Requirements for professionals with marine surveying and mapping qualifications

2. Class B marine surveying and mapping professional qualification requirements are as follows:
Staff size: ***6 people, including 2 intermediate engineers and 2 junior engineers majoring in surveying and mapping, surveying and mapping related majors 2 people
7. Scope of marine surveying and mapping profession:
Class A business scope: coastal topographic survey, bathymetric survey, hydrological observation, marine engineering survey, sea sweep survey, depth reference survey , nautical chart preparation, marine surveying and mapping supervision
Class B operation restrictions: no depth reference measurement, nautical chart preparation; no coastal topographic survey, bathymetry survey, or water depth survey in a contiguous area of ??100 square kilometers or more Hydrological observation, marine engineering survey and sea sweeping survey
8. Technical personnel requirements:
1. Professional and technical personnel include surveying and mapping professional technicians and surveying and mapping related professional and technical personnel. Personnel should have the nationality of the People's Republic of China and are not allowed to hold concurrent jobs. Surveying and mapping professional and technical personnel must have professional titles in surveying and mapping, and relevant professional and technical personnel in surveying and mapping must have professional academic qualifications or professional titles related to surveying and mapping.
Among the professional and technical personnel applying for Class A and Class B surveying and mapping qualifications, the number of retired professional and technical personnel shall not exceed 2 and 1 respectively.
2. Surveying and mapping major refers to geodesy, engineering surveying, photogrammetry, remote sensing, cartography, geographical information, cadastral surveying and mapping, surveying and mapping engineering, mine surveying, ocean surveying and mapping, navigation engineering, land management, geographical and national conditions Monitoring and other majors.
Surveying and mapping related majors refer to geography, geology, engineering survey, resource survey, civil engineering, architecture, planning, municipal administration, water conservancy, electric power, roads and bridges, industrial and civil construction, ocean, computer, software, electronics, information , communications, Internet of Things, statistics, ecology, printing, artificial intelligence, big data, cloud computing, confidentiality, archives and other majors.
3. The number of professional and technical personnel specified in this standard is the minimum requirement. High-level surveying and mapping professional and technical personnel can offset low-level surveying and mapping professional and technical personnel, and surveying and mapping professional and technical personnel can offset surveying and mapping-related professional and technical personnel.
9. Application process:

If the applicant fails to notify within the time limit, the application will be accepted from the date of receipt of the application materials;
(3) The application matters do not fall within the responsibilities of this examination and approval authority according to law. If the application is within the scope of the application, a decision shall be made immediately to reject the application and the applicant shall be notified to apply to the relevant examination and approval authority.
(4) The examination and approval authority shall make a written decision on whether to approve the surveying and mapping qualification within fifteen working days from the date of acceptance.
(5) If a decision cannot be made within fifteen working days due to special circumstances, it may be extended by ten working days with the approval of the person in charge of this examination and approval authority, and the applicant shall be notified of the reasons for the extension.
(6) If the examination and approval authority makes a decision to approve the surveying and mapping qualification, it shall issue a surveying and mapping qualification certificate to the applicant within ten working days from the date of the decision; if the examination and approval authority makes a decision not to approve the surveying and mapping qualification , the reasons should be explained and the applicant should be informed that it has the right to apply for administrative reconsideration or initiate administrative litigation in accordance with the law.
