Doing two maintenances is fundamentally what we need to do

To achieve two safeguards is fundamentally to be loyal to the party.

1. Loyalty to the Party

Loyalty to the Party’s beliefs, loyalty to the Party organization, loyalty to the Party’s theoretical line, principles and policies, and consciously fulfilling the resolute response advocated by the Party Central Committee and the Party’s We must resolutely implement the decisions of the Central Committee and resolutely not do what the Party Central Committee prohibits. We must implement the decisions and arrangements of the Party Central Committee without imposing conditions, discounts, or changes. During the war years, the Party Central Committee used radio to command the entire Party and the entire army. "Tick-tock, tick-tock" was the voice of the Party Central Committee, and the entire Party and the entire army implemented it unconditionally.

Today, achieving "two safeguards" must be reflected in the actions of resolutely implementing the decisions and arrangements of the Party Central Committee, in the performance of duties and the effectiveness of doing a good job, and in the effectiveness of party members and cadres in daily words and deeds. If you fail to do your job well, do not take responsibility and do nothing, and leave the "responsibility field" assigned by the party organization unused or even lost, then there will be no "two maintenances" at all.

On the new journey, we must strengthen education on party loyalty, give full play to the advantages of red resources, and form a healthy intra-party political culture. We should regard the study and publicity of advanced models as an important starting point for deepening the study and education of party history, and guide party members and cadres to think of the best. Loyalty to the Party must be incorporated into the construction of family education and family tradition, and relatives and children should be guided to resolutely listen to the Party and follow the Party.

2. Two safeguards

Two safeguards refer to safeguarding the core of the Party Central Committee and the core status of the entire party and resolutely safeguarding the authority and centralized and unified leadership of the Party Central Committee. Resolutely achieving the "two safeguards" is not only a fundamental political task, but also a fundamental political discipline and political rule. It is a concentrated expression of firmly establishing the "four consciousnesses." Taking the lead in achieving the two safeguards is the primary task of strengthening party building in central and state organs.

Only by emphasizing the leadership of the party's political construction can the central and state agencies always maintain their distinctive qualities as political organs. Taking the lead in achieving "two safeguards" fundamentally means being loyal to the party. Loyalty must be reflected in loyalty to the party's beliefs, loyalty to party organizations, and loyalty to the party's theory, line, principles, and policies. Loyalty to the party is not abstract but concrete, not conditional but unconditional.
