Regulations on Vehicle Parking Management on Urban Roads in Shaoguan City

The first article is to regulate the parking of vehicles on urban roads in urban areas, ensure the orderly, safe and smooth urban traffic and the integrity of urban roads, and maintain the cleanliness of the city appearance and environment. According to the "Road Traffic Regulations of the People's Republic of China and the People's Republic of China" Safety Law, Urban Road Management Regulations and other laws and regulations, and based on the actual situation of our city, these regulations are formulated. Article 2 The urban roads referred to in these regulations refer to motor vehicle lanes, non-motor vehicle lanes, sidewalks, public parking lots, squares, and green spaces on ancillary roads for vehicles and pedestrians in the city. Article 3 These regulations shall apply to the establishment of urban road parking spaces, parking management and services of motor vehicles within the urban area (excluding Qujiang District). Article 4 The municipal public security and traffic management department is responsible for vehicle parking management on motor vehicle lanes and non-motor vehicle lanes.

The municipal urban management administrative department is responsible for the vehicle parking management of urban roads other than motor vehicle lanes and non-motor vehicle lanes, as well as the supervision and management of the construction, maintenance and operation of urban road parking spaces.

The municipal finance, development and reform, urban and rural planning and other departments shall coordinate the implementation of these regulations in accordance with their respective responsibilities.

The investment, charging, daily management and service of urban road parking spaces and their intelligent toll collection equipment shall be the responsibility of the unit that has obtained the operation and management rights of urban road parking spaces in accordance with the law. Article 5 The planning of urban road parking spaces shall be made by the municipal public security and traffic management department in conjunction with the municipal urban management and urban and rural planning departments in accordance with relevant national and provincial laws and regulations, as well as the city’s urban master plan, transportation development plan, regional parking demand, and urban road parking spaces. Setting conditions and road conditions, etc., are formulated after on-site investigation and verification, and announced to the public. Article 6 The planning of road parking spaces shall follow:

(1) The principle of ensuring orderly, safe and smooth road traffic;

(2) Ensuring barrier-free access and municipal facilities The principle of integrity;

(3) The principle of convenient parking for citizens. Article 7 No parking spaces are allowed on the following road sections:

(1) Fire exits;

(2) Motor vehicle lanes with large traffic flows such as people and vehicles;

(3) Affecting traffic or impeding city appearance;

(4) Other areas where laws and regulations stipulate that it is inappropriate to set up. Article 8 Vehicles shall be parked in road parking spaces. If there are no road parking spaces, vehicles shall park in accordance with the traffic sign instructions and shall not occupy the road for parking; if a vehicle needs to park temporarily to pick up or drop off passengers, it shall not obstruct the passage of other vehicles and pedestrians, and the driver shall not leave the vehicle to pick up or drop off passengers. Please leave immediately after dropping off passengers.

It is prohibited to occupy parking spaces for non-traffic activities. Article 9 When parking vehicles, drivers shall abide by the following regulations:

(1) Park in designated parking spaces in an orderly manner along the curb in the forward direction of traffic, and vehicles shall not exceed the parking line;

(2) When vehicles use the road to enter or exit the parking space, they shall not obstruct the passage of other vehicles or pedestrians;

(3) Pay the urban road parking space usage fee according to the actual number of parking spaces occupied;

(4) It is prohibited to drive vehicles loaded with flammable, explosive and other dangerous goods into parking spaces;

(5) Obey the management of the staff of the management unit. Article 10 No unit or individual may engage in the following acts:

(1) Damage or steal parking management facilities and equipment;

(2) Post parking management facilities and equipment without authorization Or hang advertisements, signboards, slogans or other items;

(3) Set up, dismantle, relocate or modify parking management facilities and equipment without authorization;

(4) Occupy parking lots without authorization, Or set up obstacles in the parking area;

(5) Other behaviors that violate relevant laws and regulations. Article 11 The municipal public security and traffic management department shall strengthen the supervision of the orderly parking of motor vehicles, and investigate and deal with the indiscriminate parking of motor vehicles on urban roads and sidewalks in accordance with the law.

Article 12 For places where taxis are waiting (dropping off passengers) and freight vehicles are parked in a relatively concentrated manner, the municipal public security traffic management, urban management, transportation and other departments shall reasonably set up taxi waiting areas based on the special planning of the parking lot and the setting status of road parking spaces. (drop-off) point, parking lot or temporary parking space.

Freight vehicles must enter and park, and are not allowed to occupy motor vehicle lanes, non-motor vehicle lanes, sidewalks, bridges, or culverts. Article 13: The charging of paid urban road parking spaces adopts two methods: manual charging and meter automatic charging, and is set by the government. The specific charging standards are formulated by the municipal price department in accordance with the law.

Urban road parking charges refer to the temporary parking fees for vehicles occupying the road, and do not include vehicle storage fees.

The following special vehicles are exempt from parking fees:

(1) Military vehicles, police vehicles, and fire trucks performing official duties;

(2) Hospitals performing rescue operations Ambulances;

(3) Communications, power supply, gas supply, and municipal engineering emergency repair vehicles. Article 14 The management unit of urban road parking charges shall obtain a charging license from the municipal price department, collect parking fees in accordance with the charging standards approved by the municipal price department, and implement clear price marking. At a conspicuous location at the entrance and exit of the parking service business premises, a price tag uniformly supervised by the price authority shall be posted, indicating the content of the parking service, basis for charging parking fees, charging standards, billing methods, free parking time limit, and complaint reporting hotline. Accept supervision from price authorities and society.

When collecting parking fees, the management unit shall use the bills prescribed by the tax department and pay taxes in accordance with the regulations. For those who do not charge in accordance with the prescribed standards or do not use the receipts prescribed by the tax department, the parker has the right to refuse to hand over and report to the relevant departments.
