According to the "Shaoxing Municipal Health Care Office's Summary of the Patriotic Health Work of Shaoxing City in 2013" and Shaoxing City’s Notice on the Key Points of Patriotic Health Work in 2014 (Shaoxing City Patriotic Health Office [2014] No. 5) requires that this year’s mosquito and fly extermination work in our district will be reviewed and accepted by the Shaoxing City Patriotic Health Association. In order to ensure the orderly implementation of the re-inspection work of "Advanced Urban Areas for Mosquito and Fly Killing", the following implementation plan has been formulated.

1. Guiding ideology

With the purpose of improving the people’s environmental life quality and health level, and focusing on the goal of reviewing compliance work, through extensive mobilization, nationwide mobilization, careful organization, and scientific guidance , treat both the symptoms and root causes, so that the density of mosquitoes and flies in the urban area is always controlled within the national allowed standards, and ensure that the review work of "Advanced Urban Areas for Mosquito and Fly Killing" is smoothly up to standard.

2. Organizational structure

The establishment is led by the leader in charge of the district government, the director in charge of the district government office and the main persons in charge of the district health bureau, Baiguan Street and Cao'e Street offices. A leading group composed of deputy leaders and heads of relevant departments and units directly under the district administration. The leading group has an office, which is located in the District Health Bureau, and has four professional working groups responsible for specific work matters such as publicity, guidance, supervision, and guarantees for review of compliance with standards. 3. Regional Scope and Key Places

IV. Implementation Standards

(1) Specific standards for mosquito control

(2) Specific standards for fly eradication

1. No more than 1% of rooms in key units have flies, no more than 3% in other units, and no more than 3 flies per positive room on average; key points No more than 5% of the rooms in the unit shall have unqualified fly-proof facilities; no flies shall be allowed in places where direct-imported food is processed and sold.

2. Fly breeding areas are effectively managed, and the detection rate of larvae and pupae does not exceed 3%.

V. Work tasks and responsibilities

2. Standardize the bagging, collection and operation of domestic garbage.

4. Focus on chemical spraying, and also use physical methods such as slapping, sticking, and luring to comprehensively carry out mosquito and fly disinfecting in the whole society.

(2) Division of responsibilities

Following the principle of “who is in charge, who is responsible”, each responsible unit shall assume corresponding work responsibilities.

5. District Education and Sports Bureau: Responsible for mosquito and fly extermination in urban schools and kindergartens, and supervision of environmental improvement, garbage bagging and fly-proof facilities in canteens.

6. District Construction Bureau: Responsible for the construction and renovation of public health facilities, environmental improvement and cleaning, implementation of garbage bagging management, and regular cleaning of trash cans and garbage rooms. 15. District Construction Management Bureau: Responsible for mosquito and fly extermination at construction sites within the urban area, and supervision of environmental improvement, garbage bagging and fly-proof facilities in canteens.

22. All departments and units must do a good job in environmental sanitation, clear away garbage in a timely manner, and remove mosquito and fly breeding areas. 6. Implementation steps

(1) Preparation stage (May 2014)

1. Establish and improve the leading groups at all levels to eliminate the "four pests" and offices, and set up a full-time and part-time team to eliminate the "four pests".

2. Carry out thorough investigation and formulate implementation plans and technical plans for mosquito and fly extermination.

3. Carry out extensive mobilization, mobilize the whole people, carry out publicity and education, and sign responsibility certificates for mosquito control and fly control at all levels.

4. Select medical equipment, conduct efficacy tests, and allocate funds for mosquito and fly extermination work.

5. Prepare and distribute mosquito and fly extermination promotional materials, and carry out mosquito and fly extermination technical backbone training.

(2) Implementation stage (June to August 2014)

1. Strengthen garbage bagging management.

2. All departments, units, communities, and villages carry out environmental improvement work and remove sanitary dead corners and mosquito and fly breeding places.

3. All units and places in the mosquito and fly-killing standard areas and protective areas will use the same time and drugs, and carry out five large-scale sprayings. The first spraying was around June 10th, and thereafter it was sprayed regularly every 20 days.

4. On the basis of unified spraying and killing in large areas, all units and families must adhere to daily spraying and killing, and in principle spray and kill once every other day.

(3) Acceptance stage (September 2014)

7. Management Assessment
