The development and reform department is the competent department for optimizing the business environment, and is responsible for organizing, coordinating and guiding the optimization of the business environment. Government regulatory agencies should strengthen supervision and inspection of the work of optimizing the business environment.

The management committees of national and provincial economic functional zones shall do a good job in optimizing the business environment in accordance with the prescribed responsibilities. Article 6 The people's governments of cities and counties (cities, districts) shall establish and improve the communication mechanism between government and enterprises, listen to and respond to the opinions and demands of market entities in a timely manner, coordinate and solve related problems, and ensure the convenient development of production and business activities. Article 7 The people's governments of cities and counties (cities, districts) and their relevant departments shall, in accordance with the requirements of the national and provincial business environment evaluation system, explore innovative and distinctive specific measures to optimize the business environment in combination with the actual situation, and timely adjust and improve the policies and measures to optimize the business environment according to the business environment evaluation results. Article 8 The people's governments, people's courts and people's procuratorates of cities and counties (cities, districts) shall report to the people's congresses at the corresponding levels on the work of optimizing the business environment every year.
