Measures of Nanjing Municipality on Classified Management of Domestic Waste

chapter I general provisions article 1 these measures are formulated in accordance with the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste, the regulations of the State Council on the administration of city appearance and environmental sanitation, the regulations of Nanjing on the administration of environmental sanitation and other relevant laws and regulations, in combination with the actual situation of this municipality, in order to standardize the domestic waste sorting activities, improve the urban and rural living environment and build a beautiful and livable city. Article 2 These Measures shall apply to the classified delivery, collection, transportation, disposal and related planning, construction and management activities of domestic garbage within the administrative area of this Municipality. Article 3 The term "domestic garbage" as mentioned in these Measures refers to the wastes generated by units and individuals in their daily life or in the activities of providing services for their daily life, and the wastes that are classified as domestic garbage according to laws and regulations. Domestic garbage can be divided into four categories: recyclables, harmful waste, kitchen garbage and other garbage.

Article 5 The municipal and district people's governments shall strengthen the organization and leadership of domestic waste classification, incorporate it into the national economic and social development plan, formulate work objectives and annual plans, establish corresponding capital investment and guarantee mechanisms, and coordinate and solve major issues.

Chapter II Planning and Construction Article 11 The municipal administrative department of urban management shall, jointly with the municipal administrative departments of planning, housing and urban and rural construction, development and reform, environmental protection, land and resources, organize the preparation of professional plans for environmental sanitation, clarify the layout of domestic waste collection, transshipment and disposal facilities, and the direction and flow of domestic waste, and implement them after being approved by the Municipal People's Government. The professional planning of environmental sanitation shall solicit the opinions of experts and the public.

Article 14 The municipal administrative department of urban management shall, jointly with the municipal administrative departments of planning, development and reform, housing and urban and rural construction, organize the compilation of construction standards for domestic waste sorting facilities supporting construction projects.

The domestic waste sorting facilities supporting the construction project are designed, constructed, accepted and delivered simultaneously with the main project of the construction project, and the construction cost is included in the total investment of the construction project.

for new residential projects, the construction unit shall publicize the location and functions of supporting domestic waste sorting facilities in the sales place, and make it clear in the house sales contract. Sixteenth airports, docks, stations, ports, parks, shopping malls and other public facilities and places, should be built in accordance with the standards of domestic waste sorting facilities.
