From May 1 2020, all electric vehicles that are not registered according to regulations are prohibited from driving on the road. If there is any violation, the Loudi public security traffic police department will investigate and deal with it according to law.

According to the Technical Specification for Safety of Electric Bicycles (GB17761-2018), which was officially implemented on April 6, 20/9, and according to the requirements of the Regulations on the Registration and Management of Electric Bicycles in Hunan Province, and in combination with stubborn and chronic traffic problems, the deployment was made. According to the new national standard, electric vehicles are divided into three categories: electric bicycles, electric mopeds and electric motorcycles. The owner of an electric vehicle should take the initiative to drive the electric vehicle to the vehicle management office of the traffic police detachment of Loudi Public Security Bureau with a valid car purchase invoice, vehicle certificate and ID card, and obtain the corresponding license. Among them, as a non-motor vehicle management, electric bicycles can be driven on the road only by registering and obtaining a non-motor vehicle green card for free; Electric mopeds and electric motorcycles are placed under the management of motor vehicles, and they need to get a motor vehicle license, a driver's license and corresponding insurance before they can go on the road. At the same time, considering that the car owners have already purchased non-national standard electric vehicles before the new country is marked, the traffic police department of our city has set up a three-year transition period to temporarily license non-national standard electric vehicles, and it is forbidden to drive on the road after the transition period expires.

The standard for electric vehicles on the road is: 1. The mass (weight) of the whole vehicle shall not be greater than 40kg；; 2. The maximum speed shall not be greater than 20km/h; 3. Good pedaling function; 4. The rated power of the motor shall not be greater than 240 W；;

If any of the above items exceeds the standard, it will be regarded as a motor vehicle. Electric tricycles and four-wheeled vehicles should belong to the category of motor vehicles according to their vehicle attributes and be included in the category of motor vehicle management. Being included in the category of motor vehicle management means that the purchased electric tricycles and four-wheeled vehicles need to be registered, and drivers need to obtain relevant driving qualification certificates, otherwise they will be on the road illegally.
