3. Existing problems and situation

Although the special rectification work of road traffic in the region has achieved good results this year, it continues to ensure the stability of the accident situation in the region. However, the situation is not optimistic, especially a major traffic accident that killed four people at the Tianelang intersection of the Suzhentao first-class highway during the year, which once again sounded the alarm for us. There are still many major traffic issues that we have not mastered or have no way to control. The risk of accidents exists. As the road network in the region continues to expand, the construction and reconstruction of roads continue to advance, the number of vehicles and drivers continues to increase rapidly, various traffic conflicts will become more prominent, and accident hazards will also emerge one after another.

At present, there are outstanding problems with road traffic safety in the jurisdiction: First, a few units do not pay enough attention to traffic safety work, focus on economic interests and production efficiency, and neglect safety management, and lack self-restraint, self-education and prevention awareness. They fail to implement the education, publicity and management obligations stipulated in the Traffic Safety Law, and even fail to cooperate with the work of the public security traffic patrol department, allowing vehicles, drivers and employees within the unit to commit traffic violations. Second, the awareness of traffic safety laws among outsiders, rural residents and some drivers is still low, traffic behaviors are irregular, and illegal behaviors such as running red lights, driving without a license, and drunk driving are still very common. Vehicles parked indiscriminately in new villages, communities, hotels and other service places are very prominent, and parking resources and management capabilities are very scarce. Fourth, it is becoming more and more difficult to eradicate "black cars" and "motorcycle taxis", and the phenomenon of refusal to inspect or even violent resistance to the law cannot be ignored. Fifth, the cross-regional movement of vehicles and people is becoming increasingly frequent, traffic escape accidents are increasing, and the detection difficulty is also increasing.
