Chapter I General Provisions Article 1 In order to strengthen railway energy-saving management, promote energy conservation and consumption reduction, improve economic benefits, and ensure railway energy-saving work to meet the needs of production development, these measures are formulated in accordance with the Provisional Regulations on Energy-saving Management of the State Council, the Interim Provisions on Energy-saving Monitoring Management of the State Planning Commission and the Interim Provisions on Railway Energy-saving Management of the Ministry of Railways. Article 2 The term "energy-saving monitoring" as mentioned in these Measures refers to the energy-saving monitoring institutions authorized by the competent energy-saving department of the government, which have passed the metrological certification and have the monitoring function, supervise, detect and evaluate the energy utilization of railway energy-using units according to the national energy-saving laws and regulations and the energy standards stipulated by the Ministry of Railways, and put forward opinions on energy waste and other energy-saving management activities with law enforcement nature. Chapter II Institutions and Responsibilities Article 3 According to the characteristics of unified leadership and centralized management of railways, the monitoring of railway energy conservation is arranged and deployed by the National Energy Conservation Monitoring and Management Center, and the Energy Conservation Office of the Ministry of Railways is responsible for unified organization and management. The energy-saving departments of the Railway Bureau and the Ministry of Railways Corporation are responsible for the energy-saving monitoring of enterprises and institutions under their respective departments. Article 4 Railways shall set up energy-saving monitoring centers for transportation, engineering and industry. The railway transportation energy-saving monitoring center is responsible for the energy-saving monitoring of the Railway Bureau and its affiliated enterprises; The railway engineering energy-saving monitoring center is responsible for the energy-saving monitoring of the enterprises affiliated to the Engineering Construction Corporation; Railway Industry Energy Conservation Monitoring Center is responsible for energy conservation monitoring of industries, materials and enterprises owned by Hao Tong Company. Other railway enterprises and institutions, organizations and universities need to monitor, can be entrusted to the nearest railway energy-saving monitoring center for monitoring. Article 5 The main duties of the railway energy-saving monitoring center are:

1. Provide technical and operational guidance to the railway administration and the energy-saving monitoring center (station) of the head office.

2. Collect and sort out industry energy-saving monitoring data, organize energy-saving monitoring technology research, information exchange, technical training and consultation, and undertake technical arbitration of energy-saving monitoring disputes of subordinate units in the industry.

3, the organization of railway enterprise energy-saving monitoring center (station) monitoring personnel technical business assessment.

4, regularly summarize the industry energy-saving monitoring situation, put forward suggestions, and report to the energy-saving department of the Ministry of Railways and the national energy-saving monitoring centralized management department.

5, according to the deployment of the competent department of energy conservation of the Ministry of Railways, formulate annual and medium-term plans for energy conservation monitoring, and participate in the formulation of relevant monitoring methods, technical specifications and standards.

6. According to the monitoring plan arranged by the National Energy Conservation Monitoring and Management Center and the Ministry of Railways, organize and specifically participate in energy conservation monitoring, and put forward treatment opinions for unqualified monitoring units and report them to the Ministry for approval.

7, undertake other energy-saving monitoring work entrusted by the state and the Ministry of energy conservation departments.

8. Entrusted by the competent department of energy conservation, participate in the energy consumption review of infrastructure and technical transformation projects, as well as the energy-saving technical demonstration and evaluation of energy-saving technical transformation projects. Article 6 The main responsibilities of the energy-saving monitoring center (station) of the affiliated enterprise are:

1, assist the superior department in charge of energy conservation to prepare the monitoring plan and scheme of the department, and participate in the formulation of relevant measures, technical specifications and standards.

2. Organize the energy-saving monitoring work of subordinate units, put forward handling opinions for unqualified units, and report them to the competent energy-saving department for examination and approval. Provide technical guidance and business management for energy-saving monitoring stations.

3, undertake the technical and business assessment of energy-saving monitoring station monitoring personnel.

4. To undertake the arbitration of technical disputes on energy-saving monitoring of subordinate units.

5, to carry out energy-saving monitoring technology research, information exchange, technical training, collect and save the data and information of energy-saving monitoring of subordinate units, and regularly report the work and suggestions to the competent department of energy conservation and industry energy-saving monitoring center.

6, undertake the tasks entrusted by the industry energy-saving monitoring center and the energy-saving department at the same level. Chapter III Monitoring Contents and Procedures Article 7 The main contents of energy-saving monitoring include:

1, testing and evaluating reasonable heat use;

2, testing and evaluating the rational use of electricity;

3. Test and evaluate the rational use of oil;

4. Detection and evaluation of rational water use;

5. Assist relevant departments to supervise and test the quality of energy supply;

6, in the railway sector to detect the use of energy-saving products sold in the society and check the energy consumption indicators;

7. Cooperate with the product quality inspection department to test and evaluate the energy consumption of energy-using products and the technical performance of processes, equipment and networks related to product energy consumption. Eighth energy-saving monitoring institutions shall strictly implement the technical regulations and relevant technical standards for energy-saving monitoring when monitoring the monitored units. Ninth railway energy-using units should seriously accept the energy-saving monitoring arranged by the energy-saving department of the Ministry of Railways. Energy-saving monitoring is divided into comprehensive monitoring and individual monitoring. Key energy-consuming enterprises should regularly conduct comprehensive monitoring as planned. General enterprises, institutions and other energy-using units that need to be monitored can conduct individual energy-saving monitoring from time to time. The regular monitoring center (station) can also monitor the energy utilization of energy-using units at any time. Article 10 The monitored unit shall provide technical documents and materials related to monitoring to the energy-saving monitoring center (station), make preparations according to the specific requirements of the monitoring center (station), and provide necessary conditions for monitoring. Article 1 1 After the monitoring work is completed, the monitoring institution shall generally submit the monitoring report to the monitored unit and its competent department within two weeks (no longer than one month). The contents of the report include: monitoring date, monitoring basis (monitoring document number), name of monitored unit, monitoring items and contents (including calculation data, analysis and judgment basis, etc.). ), evaluation conclusions and handling opinions. The person in charge of monitoring and the person in charge of the monitoring institution shall sign the monitoring report.
