Article 2 of the "Drug Control Law of the People's Republic of China" The drugs mentioned in this law refer to opium, heroin, methamphetamine (methamphetamine), morphine, marijuana, cocaine, and other drugs controlled by the state. Other narcotic drugs and psychotropic drugs that can cause humanoid addiction.

According to the needs of medical treatment, teaching, and scientific research, narcotic drugs and psychotropic drugs can be produced, operated, used, stored, and transported in accordance with the law.

The anti-drug work is under the unified leadership of the government, with relevant departments assuming their respective responsibilities and a working mechanism with broad participation from society.

Article 5 The State Council establishes the National Narcotics Control Commission, which is responsible for organizing, coordinating, and guiding nationwide anti-drug work.

Based on the needs of anti-drug work, local people's governments at or above the county level may establish anti-drug committees to be responsible for organizing, coordinating, and guiding anti-drug work within their respective administrative regions.

Article 11 The state adopts various forms to carry out nationwide anti-drug publicity and education, popularize drug prevention knowledge, enhance citizens’ anti-drug awareness, and improve citizens’ ability to consciously resist drugs.

The state encourages citizens and organizations to carry out public welfare anti-drug publicity activities.
