In March 1926, during the battle between Feng Yuxiang’s National Army and Fengjun Zhang Zuolin, Japan used warships to cover Fengjun’s warships as they sailed into Dagu on March 12 They shelled the Dagu Fort and were repulsed by the National Army. Japan actually joined forces with the ministers of eight countries including the United Kingdom, the United States, France, and Italy to issue an ultimatum to the Duan Qirui government on March 16 to dismantle the Dagukou defense fortifications. This was called the "Dagukou Incident." On March 18, more than 5,000 people in Beijing, led by Li Dazhao and others, held the National Assembly in Tiananmen to oppose the Eight-Nation Ultimatum. The conference passed a resolution calling for the abolition of the "Xinchou Treaty" and all unequal treaties, the immediate withdrawal of foreign troops and ships from Tianjin and other places, and the punishment of the culprits of the Dagukou Incident. After the meeting, another petition was held. When the team arrived in front of the ruling government, Duan Qirui ordered the guards to shoot and suppress the petitioners, killing 47 people on the spot and injuring more than 150 people.
