Measures of Zaozhuang Municipality on Implementing the Regulations on the Protection and Management of Taierzhuang Ancient City in Shandong Province

article 1 in order to strengthen the protection and management of taierzhuang ancient city, these measures are formulated in accordance with the regulations on the protection and management of taierzhuang ancient city in Shandong province and the provisions of relevant laws and regulations. Article 2 These Measures shall be observed in the construction, protection, management, operation, sightseeing and cultural activities in Taierzhuang ancient city and related areas. Article 3 The protection and management organization of Taierzhuang ancient city is the agency of Zaozhuang Municipal People's Government, which is specifically responsible for the protection and management of Taierzhuang ancient city and performs the following duties:

(1) Publicizing and implementing relevant laws, regulations and rules;

(2) the specific implementation of the planning and protection measures of Taierzhuang ancient city;

(3) organizing research and sorting out the anti-Japanese war culture, canal culture and southern Shandong culture of Taierzhuang ancient city;

(4) exercising the power of relatively centralized administrative punishment according to law;

(5) Other work related to the protection and management of Taierzhuang ancient city. Article 4 The protection and management institutions of Taierzhuang Ancient City shall exercise the administrative punishment power stipulated by laws, regulations and rules on city appearance and environmental sanitation, urban planning, urban greening, municipal administration, environmental protection, public sanitation, cultural relics protection, cultural market, price, food safety management and fishery management.

after the above-mentioned power of administrative punishment is relatively centralized, the protection and management institutions of Taierzhuang ancient city shall exercise the power of administrative compulsory measures and the power of law enforcement supervision and inspection as stipulated by relevant laws, regulations and rules. Article 5 The legal department of the municipal government shall supervise and guide the protection and management institutions of Taierzhuang ancient city to exercise the relatively centralized power of administrative punishment according to law.

the municipal finance department should include the funds needed for the protection and management of taierzhuang ancient city in the financial budget.

the departments of urban and rural planning, housing and urban and rural construction, environmental protection, health and family planning, culture, radio, film and television, press and publication, cultural relics, prices, food and drug supervision and management, water conservancy and fishery should strengthen their professional guidance to the protection and management institutions of Taierzhuang ancient city, and perform other duties besides the relatively centralized administrative punishment power according to law.

Article 6 The protection and management institution of Taierzhuang ancient city may entrust the relevant departments of Taierzhuang District People's Government to exercise the relatively centralized administrative punishment right outside the wall of Taierzhuang ancient city (east of Kangning Road, south of the ancient canal and north of the Hebei levee). Seventh Taierzhuang ancient city protection and management institutions, Taierzhuang District People's Government shall establish a joint law enforcement mechanism and the relevant departments stationed in the joint office mechanism, and strengthen the supervision of the whole process of administrative licensing, supervision and inspection, and administrative punishment.

Article 8 The Zaozhuang Municipal People's Government shall set up special protection funds for the ancient city of Taierzhuang, which shall be used exclusively for the protection of the ancient city of Taierzhuang and shall not be used for other purposes.

If it is really necessary to do so, the relevant units and individuals shall submit implementation plans to the protection and management institutions of Taierzhuang ancient city.

The implementation plan shall include the following contents:

(1) General situation of maintenance and renovation;

(2) the qualification certificate of the construction unit;

(3) the corresponding qualification certificate or working experience certificate of the construction personnel;

(4) construction drawings and construction effect drawings;

(5) List of materials used for maintenance and renovation;

(6) specific measures to ensure the construction quality and safety;

(7) other contents stipulated by laws, regulations and rules. Eleventh units and individuals engaged in business in the ancient city of Taierzhuang shall engage in business activities in the designated place and scope in accordance with the industrial structure and layout planning of the ancient city of Taierzhuang. Twelfth units and individuals engaged in business in the ancient city of Taierzhuang shall submit a store decoration plan to the protection and management institution of Taierzhuang ancient city, and decorate the store according to the requirements of the store decoration management of Taierzhuang ancient city.

The store decoration scheme should incorporate the concepts of anti-Japanese war culture, canal culture and southern Shandong culture, including the following contents:

(1) construction drawings and design renderings;

(2) Design scheme of plaque, signboard and couplets;

(3) construction scheme of water supply and drainage, oil fume treatment and external facilities;

(4) specific measures to ensure construction quality, safety and environmental sanitation;

(5) Other contents required by the store decoration management in Taierzhuang ancient city.
