What is "water ten"

Water ten generally refers to the action plan for water pollution prevention and control;

"Water Pollution Prevention Action Plan", referred to as "Water Ten Articles" for short, is a law formulated to effectively strengthen water pollution prevention and ensure national water security.

In February, 20 15, the The Politburo Standing Committee (PSC) meeting of the Communist Party of China deliberated and passed the Ten Rules on Water, which were written on April 2, 20 15 and released on April 6, 20 15, and came into effect.

Introduce the background

The monitoring results of the Ministry of Environmental Protection show that the water quality of surface water in China, especially in the top ten river basins, has been continuously improved since 20 1 1 year. In 20 14 years, the proportion of excellent water quality sections in the top ten river basins was 7 1.7%. Ⅳ and Ⅴ are 19.3%, and the inferior Ⅴ is 9%, which is higher than that in 20 12 and 201year.

Compared with 20 12, the section ratio better than Class III increased by 2.7 percentage points, and the section ratio worse than Class V decreased by 1.2 percentage points. Compared with 20 1 1 year, the improvement degree is greater, and the proportion of sections superior to Class III increases by 10.7 percentage points, while the proportion of sections inferior to Class V decreases by 4.7 percentage points.

China's water environment situation is very severe. It is reflected in three aspects: first, as far as the whole surface water is concerned, the proportion of seriously polluted inferior V water bodies is relatively high, which is about 10% in the whole country, and some river basins even greatly exceed this figure. For example, the proportion of inferior V in Haihe River Basin is as high as 39. 1%.

Secondly, in some river sections flowing through towns, some ditches, ponds and dams in the urban-rural fringe are generally seriously polluted, and due to organic pollution, there are many black and odorous water bodies, many people affected, and the public is highly concerned and dissatisfied. Third, the number of water environmental emergencies involving drinking water safety is still quite large.
