The monitoring results of the Ministry of Environmental Protection show that the water quality of surface water in China, especially in the top ten river basins, has been continuously improved since 20 1 1 year. China's water environment situation is very severe. It is reflected in three aspects: first, as far as the whole surface water is concerned, the proportion of seriously polluted inferior V water bodies is relatively high, which is about 10% in the whole country, and some river basins even greatly exceed this figure. For example, the proportion of inferior V in Haihe River Basin is as high as 39. 1%.

Secondly, in some river sections flowing through towns, some ditches, ponds and dams in the urban-rural fringe are generally seriously polluted, and due to organic pollution, there are many black and odorous water bodies, many people affected, and the public is highly concerned and dissatisfied. Third, the number of water environmental emergencies involving drinking water safety is still quite large.
