Agricultural Technology Promotion Law of the People's Republic of China

Chapter I General Provisions Article 1 This Law is formulated for the purpose of strengthening the popularization of agricultural technology, promoting the application of agricultural scientific research achievements and practical technologies to agricultural production as soon as possible, ensuring agricultural development and realizing agricultural modernization. Article 2 The term "agricultural technology" as mentioned in this Law refers to scientific research achievements and practical technologies applied to planting, forestry, animal husbandry and fishery, including improved seed breeding, fertilization, pest control, cultivation and breeding technologies, agricultural and sideline products processing, preservation, storage and transportation technologies, agricultural machinery technologies and agricultural aviation technologies, farmland water conservancy, soil improvement and soil and water conservation technologies, rural water supply, rural energy utilization and agricultural environmental protection technologies, agrometeorological technologies and agricultural management technologies.

Agricultural technology popularization as mentioned in this Law refers to the activities of popularizing agricultural technology in the whole process of agricultural production before, during and after delivery through experiments, demonstrations, training, guidance and consulting services. Article 3 The state relies on the progress of science and technology and the development of education to revitalize the rural economy, accelerate the popularization and application of agricultural technology, and develop high-yield, high-quality and efficient agriculture. Article 4 Agricultural technology popularization shall follow the following principles:

(a) conducive to agricultural development;

(2) Respecting the wishes of agricultural labourers;

(three) according to local conditions, through experiments and demonstrations;

(four) the support of the state and rural collective economic organizations;

(five) the implementation of scientific research institutions, relevant schools, extension institutions and mass scientific and technological organizations, scientific and technological personnel and agricultural workers;

(6) Emphasize the economic, social and ecological benefits of agricultural production. Article 5 The State encourages and supports scientific and technological personnel to develop, popularize and apply advanced agricultural technologies, and encourages and supports agricultural labourers and agricultural production and operation organizations to apply advanced agricultural technologies. Article 6 The State encourages and supports the introduction of advanced foreign agricultural technologies, and promotes international cooperation and exchanges in agricultural technology popularization. Article 7 People's governments at all levels shall strengthen their leadership in agro-technical popularization and organize relevant departments and units to take measures to promote the development of agro-technical popularization. Eighth units and individuals that have made contributions to the popularization of agricultural technology shall be rewarded. Article 9 The administrative departments of agriculture, forestry, animal husbandry, fishery and water conservancy in the State Council (hereinafter referred to as the administrative departments of agricultural technology popularization) shall be responsible for the relevant agricultural technology popularization work throughout the country according to their respective functions and duties. The administrative departments of agricultural technology popularization of local people's governments at or above the county level shall, under the leadership of the people's governments at the same level, be responsible for the relevant agricultural technology popularization work within their respective administrative areas according to their respective responsibilities. The administrative department of science and technology of the people's government at the same level shall guide the popularization of agricultural technology. Chapter II Agricultural Technology Popularization System Article 10 Agricultural technology popularization shall be carried out by combining agricultural technology popularization institutions with agricultural scientific research institutions, relevant schools, mass scientific and technological organizations and farmers' technical personnel.

The state encourages and supports supply and marketing cooperatives, other enterprises and institutions, social organizations and scientific and technical personnel from all walks of life to carry out agricultural technology extension service activities in rural areas. Eleventh townships, nationality townships and towns above the national agricultural technology popularization institutions are responsible for:

(a) to participate in the formulation of agricultural technology popularization plans and organize their implementation;

(2) Organizing specialized training in agricultural technology;

(3) Providing agricultural technology and information services;

(four) to test and demonstrate the agricultural technology determined to be popularized;

(five) to guide the agricultural technology popularization activities of lower-level agricultural technology popularization institutions, mass scientific and technological organizations and farmers' technical personnel. Article 12 Professional scientific and technical personnel of agricultural technology popularization institutions shall have technical secondary school education or above, or have passed professional examinations and training sponsored by relevant departments of people's governments at or above the county level, and have reached the corresponding professional and technical level. Thirteenth village agricultural technology extension service organizations and farmers' technical personnel, under the guidance of agricultural technology extension institutions, publicize agricultural technology knowledge, implement agricultural technology extension measures, and provide technical services for agricultural workers.

To popularize agricultural technology, we should select qualified farmers and demonstrate their application.

The state takes measures to train farmers' technical personnel. Farmers' technical personnel who meet the requirements after examination may be awarded corresponding technical titles and certificates in accordance with relevant regulations.

Villagers' committees and village collective economic organizations shall promote and help village agricultural technology extension service organizations and farmers' technical personnel to carry out their work. Fourteenth farms, forest farms, pastures and fishing grounds should not only do a good job in agricultural technology popularization, but also carry out agricultural technology popularization service activities to the society. Fifteenth agricultural scientific research units and relevant schools should adapt to the needs of rural economic construction and development, carry out agricultural technology development and popularization, and accelerate the popularization and application of advanced technology in agricultural production.

The education department shall carry out vocational and technical education and agricultural technical training of agricultural technology popularization in rural areas, and improve the technical quality of agricultural technology popularization personnel and agricultural workers. The state encourages agricultural collective economic organizations, enterprises, institutions and other social forces to carry out agricultural technology education in rural areas.

Scientific and technical personnel of agricultural scientific research units and relevant schools engaged in agricultural technology popularization shall take the achievements of agricultural technology popularization as an important part of the assessment when evaluating their professional titles.
