Four-water co-management is the overall management of water resources, water ecology, water environment and water disasters, and constantly improves the ability of water resources allocation, water ecological restoration, water environment management and water disaster prevention and control. Focusing on the utilization of rain and flood resources, systematization of Yellow River regulation and storage, scientific water supply from the Yangtze River to Huaihe River, optimized water supply from reservoirs and balanced allocation of water resources, we will accelerate the formation of a composite water supply pattern of water diversion from the Yangtze River to the Yellow River, city-wide water distribution and county-level water supply.

Water conservancy is closely related to national transportation, and water veins are connected with national transportation. The South-to-North Water Transfer Project is a redistribution of water resources. The sweet and clear journey to the south of Danjiang River moistens the people along the way and the rivers and lakes. As far as Henan's position in the national water resources pattern is concerned, our province spans the Yellow River, the Yangtze River, the Huaihe River and the Haihe River, and plays an important role in constructing the water resources allocation pattern of "four verticals and three horizontals, north-south allocation and east-west connection".

Our province will continue to promote the "four rivers governing together", take the Middle Route Project of South-to-North Water Diversion as the channel, take the natural water systems such as the Yellow River, Sha Ying and Huaihe River as the foundation, and take the comprehensive water control hub and storage project as the nodes to build a modern water network system of "one vertical, three horizontal and four domains" in four major river basins, and hand over the answer sheet for Henan to build a national backbone water network and a modern infrastructure system.
