The second-level qualification of construction company requires the company's net assets to reach more than 40 million yuan.

(2) The qualification requirements of a construction company include key personnel of the enterprise.

The second-level qualification of construction company requires that the technical person in charge of the company has more than 8 years of experience in technical management of engineering construction, and has the senior title of structural engineering or the qualification of first-class registered constructor of construction engineering.

The second-level qualification of construction enterprise requires that the enterprise has undertaken the general construction contract or main project contract of two of the following four categories in the past five years, and the project quality is qualified.

2. Two structures with a height of more than 50m 1 or structures with a height of 35-50m (excluding);

3. Single industrial and civil building projects with a building area of over 60,000 square meters 1 project or 2 single industrial and civil building projects with a building area of over 50,000 square meters (excluding);

Article 1 To apply for the qualification of a construction enterprise, one shall obtain the Business License of Enterprise as a Legal Person issued by the administrative department for industry and commerce according to law.

Article 2 An enterprise applying for the qualification of a construction enterprise licensed by the Ministry of Housing and Urban-Rural Development shall apply in accordance with the application procedures stipulated in Article 12 of the Regulations. Enterprises affiliated to the army may apply to the Ministry of Housing and Urban-Rural Development by the Engineering Management Bureau of the Infrastructure and Barracks Department of the General Logistics Department.

Article 3 An enterprise applying for the qualification of a construction enterprise licensed by the competent department of housing and urban-rural construction of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as the provincial competent department of housing and urban-rural construction) shall apply in accordance with the procedures prescribed by the provincial competent department of housing and urban-rural construction. Provincial housing and urban-rural construction departments should publish relevant approval procedures on their portal websites.

Article 4 An enterprise applying for the qualification of a construction enterprise licensed by the competent department of housing and urban-rural construction of the municipal people's government with districts shall apply in accordance with the procedures prescribed by the competent department of housing and urban-rural construction of the municipal people's government with districts. The competent department of housing and urban construction of the municipal people's government with districts shall publish the relevant examination and approval procedures on its portal website.

Article 5 When an enterprise applies for the qualification of a construction enterprise for the first time or adds projects, the qualification shall be verified according to the lowest grade qualification.

Enterprises can apply for three series of qualifications: general construction contracting, professional contracting and construction labor service qualification, and the number of qualifications applied is not limited.
